Description
The United States Air Force intends to issue solicitation FA5575-11-R-0003 to solicit proposals for Firm-Fixed Price contract for the Repair of the Runway South Touchdown zone in Moron AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 1 June 2011. Contract magnitude is between $5,000,000 and $10,000,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." SCOPE OF WORK: The work includes, but is not limited to, the following items: The repair of the entire rigid (Portland Cement Concrete, PCC) pavement (304.8 x 60.96 square meters) at the South Touchdown Zone (TDZ) furnishing all labor, materials, plant, transportation, equipment, and services to accomplish all work in strict accordance with the drawings and specifications; complete and ready for use under a firm fixed price construction contract. The work includes: - Paint temporary airfield pavement markings - Removal of the rigid pavement section (7.62 x 7.62 x 0.36 cubic meter PCC slabs, 20 centimeters (cm) base course thickness, 15 cm subbase course thickness, and 34 cm subgrade thickness) at the South TDZ - Removal of a stretch of the flexible (Hot Mix Asphalt, HMA) pavement section (5+5 cm HMA thickness, 15+25+61 cm graded crushed aggregate thickness) at the runway next to the South TDZ - Removal of a stretch of the flexible pavement section (5 cm HMA thickness, 15+15+15 cm graded crushed aggregate thickness) at the overrun next to the South TDZ - Removal of the runway end and threshold lights and their corresponding marker light bases, duct banks, handholes, and light conduit system located at the overrun area to be removed - Loading and transportation of the non-reusable material coming from the removal operations to an authorized dump off base - Construction of a grooved and doweled rigid pavement section (3.81 x 3.81 x 0.38 cubic meter PCC slabs, 27 cm lean concrete thickness, 40 cm graded crushed aggregate) at the South TDZ - Sealing of the joints of the new grooved rigid pavement - Construction of the flexible pavement section (5+5 cm HMA thickness, 15+25+61 cm graded crushed aggregate thickness) of the runway at the junction of the new grooved rigid pavement - Construction of the flexible pavement section (5 cm HMA thickness, 15+15+15 cm graded crushed aggregate thickness) of the overrun at the junction of the new grooved rigid pavement - Installation of the runway end and threshold lights and their corresponding marker light bases, duct banks, handholes, and light conduit system at the new flexible pavement of the overrun in compliance with NATO criteria (STANAG 3316 AMLI, Edition 10, Airfield Lighting) - Remove temporary airfield pavement markings - Paint permanent airfield pavement markings - Final clean-up Said tasks shall be executed fulfilling the regulation published by ICAO related to construction or maintenance work which are compiled in the specifications. The Contractor's proposal has to include an updated Certificate of Classification issued by the Spanish "Registro Oficial de Licitadores y Empresas Clasificadas del Estado" of the "Ministerio de Economía y Hacienda" covering the groups, subgroups, and categories G2F, G3F, G4F, I5B, and I6B held by the Contractor or his subcontractor. The Contractor's proposal has to include an updated Certificate of Quality ISO 9001 for maintenance works and services of airport pavements and a Certificate of Environment ISO 14001 for maintenance works and services of airport pavements held by the Contractor or his subcontractor. The Contractor's proposal has to include a project schedule fulfilling the specifications. The total estimated contract performance period is 150 calendar days approximately. The performance period proposed for the execution of this project is for information purpose only. The Contractor shall provide his estimated performance period with the proposal.
