Standard Form 18 RFQ RA133W-11-RQ-0501BS VERIFICATION OF COMPLIANCE RA133R-11-RQ-0501BS COMBINED SYNOPSIS/SOLICITATION Portable Mini Sodar Unit THIS AMENDMENT IS BEING ISSUED TO REVISE THE ORIGINAL COMBINED SYNOPSIS/SOLICITATION INCLUDING ADDITIONAL TECHNICAL SPECIFICATIONS TO CLARIFY THE GOVERNMENT'S REQUIREMENT. THE GOVERNMENT REQUESTS THAT ALL OFFERORS SUBMIT THE FOLLOWING: STANDARD FORM 18 REQUEST FOR QUOTATION FORM AND VERIFICATION OF COMPLIANCE FORM. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RA133R-11-RQ-0501BS. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. (IV) This solicitation is total small business set aside. The associated NAICS code is 334519. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial items: Line Item 0001: Portable Mini Sodar system (including standard notebook computer, precipitation sensor, aluminum reflector board, documentation, and 1-yr warranty), in accordance with the following technical specifications, Quantity 1 Each. Line Item 0002: Ruggedized computer upgrade, in accordance with the following technical specifications, Quantity 1 Each. Line Item 0003: pcAnywhere software for remote access, in accordance with the following technical specifications, Quantity 1 Each. Line Item 0004: Sodar Tools software for calibration and data processing, in accordance with the following technical specifications, Quantity 1 Each. Line Item 0005: AbleFTP Scheduling software, in accordance with the following technical specifications, Quantity 1 Each. Line Item 0006: 15-amp weatherproof AC Battery charger, in accordance with the following technical specifications, Quantity 1 Each. Line Item 0007: 100 amp-hr deep cycle marine battery, in accordance with the following technical specifications, Quantity 1 Each. Line Item 0008: 300-watt AC reflector board heater, in accordance with the following technical specifications, Quantity 1 Each. Line Item 0009: Operator and maintenance training, in accordance with the following technical specifications, Quantity 1 Job. Line Item 0010: Crating and shipping charges, Quantity 1 Job. (VI) Description of requirements is as follows: TECHNICAL SPECIFICATIONS: 1. Sodar must capable of operating with AC power only. 2. Sodar must be able to generate high quality measurements using 10-minute averaging times, with 10 m range gates, and with data recovery rates greater than 90% at elevations in excess of 100 m during typical operations. Please provide a customer reference demonstrating success to these standards in a hot, low humidity environment (RH<20%) using the quoted sodar. 3. Sodar must be able to operate reliably throughout a continuous year-long deployment in very hot, windy, and dusty conditions to possible conditions of snow and ice. A self-contained, all-weather enclosure is required for the electronics. Please state model and operating range specifications of computer and other hardware. 4. Sodar must have provision for the automated removal of snow and ice. 5. Significant sources of noise and other possible interferences as well as high winds are expected at the deployment site and will require the installation of an antenna enclosure capable of significantly attenuating interference. Please provide a description of and dimensions of the enclosure. 6. Twisted pair Ethernet connection, 10 mb (RJ45 jack). 7. Ability to aggregate 10-minute averages on an hourly basis and automatically upload them to a database within 12 minutes after the top of each hour. 8. Full capability to set all basic operating parameters of the sodar via Ethernet (e.g., averaging period, range gates, height, etc.). 9. It is anticipated that the expected interference problems (5 above) will cause problems with obtaining reliable, high quality measurements. Consistently accurate, high quality datasets are fundamental to the success of the project. This will necessitate adjustments to operating parameters to improve data quality and recovery rates. This requires that the user have complete control (via Ethernet) over the setting of all operating parameters through the system control software that could be adjusted to improve data quality. Please list those operating parameters of the system control software that can be controlled by the user for this purpose and are included in the quote. 10. For the same reason, we require high quality datasets that can be thoroughly evaluated for quality control purposes. This requires that the user have complete control (via Ethernet) over the setting of all data acceptance criteria and data validation functions through the system control software. A precipitation sensor with software for the automatic invalidation of data during rain or snow is required. Please list all data acceptance and validation criteria that are controlled by the user through the system software included in the quote. 11. Reliable remote operation is essential as the site will only be visited about once every 6 weeks. To ensure reliable operation, it is a requirement that the user have access to system self-diagnostic information via Ethernet communications that can be used to monitor all major aspects of system performance, operation, and maintenance on a routine basis. Examples include power supply voltage, monitoring input/output signals, echo checks, and spectral analysis. Please be explicit about what is included in the quote. 12. To ensure reliable operation, we require the capability to perform procedures available through the quoted system control software that provide ways to check, test, and verify all system diagnostics, calibration, and component performance independently of system self-diagnostics. In particular, the ability to independently test antenna functions (transmit and receive, phasing, capacitance) is necessary. Please be explicit about what procedures and tools are included in the quote. 13. Part of rigorous data quality control is having the capability to evaluate and analyze the data being generated by the system. The visualization and graphical display of data is particularly important in this regard. We require the reporting of all three wind components and their sigma values and range statistics as well as visualization software tools for reviewing vertical wind profiles, time series, facsimile of intensity values, wind roses, signal amplitudes, and spectra. Please list what data is provided and what visualization tools are included within the quote. 14. A fully portable unit that can be readily disassembled, loaded into a pickup truck, and reassembled by a 2-man crew by hand, without assistance of any mechanical devices. Maximum weight of any individual component cannot exceed 100 pounds (approx. 45 kg). Maximum dimensions of any individual component cannot exceed 5 feet by 5 feet by 4 inches. 15. Training will be provided for up to 5 staff members on the quoted sodar. The training should be adequate to provide a comprehensive overview of system operation and introduction to all aspects of installation, configuration, operation, data acquisition and management, software, maintenance, and diagnostic testing and troubleshooting. Please state the training time and costs required to accomplish these requirements for training provided in Idaho Falls. The software training must include those features related to items 8-13 above. 16. A complete manual that provides a comprehensive explanation and description of all aspects of the quoted sodar is required. This must include installation, configuration, operation, data acquisition and management, software, maintenance, and diagnostic testing and troubleshooting. The manual must explicitly describe the software features, tools, and procedures related to items 8-13 above. 17. Delivery in 30 days from order. (VII) Required delivery 30 days ARO. Place of Delivery is NOAA Field Research Division/R/ARL3, 1750 Foote Drive, Idaho Falls, ID 83402, USA. Delivery shall be FOB Origin; quote shall include all shipping charges. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. Offerors are instructed to complete and return the attached Standard Form 18, in addition to written price quotes. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: 1) Technical Capability: Must meet all technical specifications as stated in (VI) above. 2) Price: Quote must state price in U.S. Dollars. 3) Delivery: Quote must include delivery schedule 4) Warranty: Quote must state warranty, if applicable. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government on an all or none basis. This will be a firm fixed-price purchase order, with payment terms of Net 30. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Apr 2011) with its quote. The offeror shall complete the annual representations and certifications electronically at http://orca.bpn.gov. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price. Questions should be received no later than 4:00 P.M. MDT, May 13, 2011. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of clause) 1352.237-71 Security processing requirements-low risk contracts. Security Processing Requirements-Low Risk Contracts (APR 2010) (a) Investigative Requirements for Low Risk Contracts. All contractor (and subcontractor) personnel proposed to be employed under a Low Risk contract shall undergo security processing by the Department's Office of Security before being eligible to work on the premises of any Department of Commerce owned, leased, or controlled facility in the United States or overseas, or to obtain access to a Department of Commerce IT system. All Department of Commerce security processing pertinent to this contract will be conducted at no cost to the contractor. (b) Investigative requirements for Non-IT Service Contracts are: (1) Contracts more than 180 days-National Agency Check and Inquiries (NACI). (2) Contracts less than 180 days-Special Agency Check (SAC). (c) Investigative requirements for IT Service Contracts are: (1) Contracts more than 180 days-National Agency Check and Inquiries (NACI). (2) Contracts less than 180 days-National Agency Check and Inquiries (NACI). (d) In addition to the investigations noted above, non-U.S. citizens must have a background check that includes an Immigration and Customs Enforcement agency check. (e) Additional Requirements for Foreign Nationals (Non-U.S. Citizens). Non-U.S. citizens (lawful permanent residents) to be employed under this contract within the United States must have: (1) Official legal status in the United States; (2) Continuously resided in the United States for the last two years; and (3) Obtained advance approval from the servicing Security Officer in consultation with the Office of Security headquarters. (f) DOC Security Processing Requirements for Low Risk Non-IT Service Contracts. Processing requirements for Low Risk non-IT Service Contracts are as follows: (1) Processing of a NACI is required for all contract employees employed in Low Risk non-IT service contracts for more than 180 days. The Contracting Officer's Representative (COR) will invite the prospective contractor into e-QIP to complete the SF-85. The contract employee must also complete fingerprinting. (2) Contract employees employed in Low Risk non-IT service contracts for less than 180 days require processing of Form OFI-86C Special Agreement Check (SAC), to be processed. The Sponsor will forward a completed Form OFI-86C, FD-258, Fingerprint Chart, and Credit Release Authorization to the servicing Security Officer, who will send the investigative packet to the Office of Personnel Management for processing. (3) Any contract employee with a favorable SAC who remains on the contract over 180 days will be required to have a NACI conducted to continue working on the job site. (4) For Low Risk non-IT service contracts, the scope of the SAC will include checks of the Security/Suitability Investigations Index (SII), other agency files (INVA), Defense Clearance Investigations Index (DCII), FBI Fingerprint (FBIF), and the FBI Information Management Division (FBIN). (5) In addition, for those individuals who are not U.S. citizens (lawful permanent residents), the Sponsor may request a Customs Enforcement SAC on Form OFI-86C, by checking Block #7, Item I. In Block 13, the Sponsor should enter the employee's Alien Registration Receipt Card number to aid in verification. (6) Copies of the appropriate forms can be obtained from the Sponsor or the Office of Security. Upon receipt of the required forms, the Sponsor will forward the forms to the servicing Security Officer. The Security Officer will process the forms and advise the Sponsor and the Contracting Officer whether the contract employee can commence work prior to completion of the suitability determination based on the type of work and risk to the facility ( i.e., adequate controls and restrictions are in place). The Sponsor will notify the contractor of favorable or unfavorable findings of the suitability determinations. The Contracting Officer will notify the contractor of an approved contract start date. (g) Security Processing Requirements for Low Risk IT Service Contracts. Processing of a NACI is required for all contract employees employed under Low Risk IT service contracts. (1) Contract employees employed in all Low Risk IT service contracts will require a National Agency Check and Inquiries (NACI) to be processed. The Contracting Officer's Representative (COR) will invite the prospective contractor into e-QIP to complete the SF-85. Fingerprints and a Credit Release Authorization must be completed within three working days from start of work, and provided to the Servicing Security Officer, who will forward the investigative package to OPM. (2) For Low Risk IT service contracts, individuals who are not U.S. citizens (lawful permanent residents) must undergo a NACI that includes an agency check conducted by the Immigration and Customs Enforcement Service. The Sponsor must request the ICE check as a part of the NAC. (h) Notification of Disqualifying Information. If the Office of Security receives disqualifying information on a contract employee, the Sponsor and Contracting Officer will be notified. The Sponsor shall coordinate with the Contracting Officer for the immediate removal of the employee from duty requiring access to Departmental facilities or IT systems. Contract employees may be barred from working on the premises of a facility for any of the following reasons: (1) Conviction of a felony crime of violence or of a misdemeanor involving moral turpitude. (2) Falsification of information entered on security screening forms or of other documents submitted to the Department. (3) Improper conduct once performing on the contract, including criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct or other conduct prejudicial to the Government regardless of whether the conduct was directly related to the contract. (4) Any behavior judged to pose a potential threat to Departmental information systems, personnel, property, or other assets. (i) Failure to comply with security processing requirements may result in termination of the contract or removal of contract employees from Department of Commerce facilities or denial of access to IT systems. (j) Access to National Security Information. Compliance with these requirements shall not be construed as providing a contract employee clearance to have access to national security information. (k) The contractor shall include the substance of this clause, including this paragraph, in all subcontracts. (End of clause) (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating does not apply. (XV) Quotes are required to be received in the contracting office no later than 4:00 P.M.
