Description
This request for technical proposals is being conducted as a Two Step request for proposals under Part 14.501 of the Federal Acquisition Regulation (FAR). It will virtually impossible to submit an acceptable proposal without attending the scheduled site visit, so all interested vendors are urged and expected to inspect the site where the work will be performed. Thereafter, the vendors will submit a technical proposal for Government review. The review will determine whether the technical proposal is: acceptable, reasonably susceptible of being made acceptable; or unacceptable. Offerors submitting acceptable proposals will be invited to submit prices in step two of the solicitation process. All proposals must be submitted in English. A statement of work (SOW) will be distributed at the site visit. Vendors shall submit proposals that are acceptable without additional explanation or information. All proposals must clearly identify the DIN's, governing codes or industry standards that will apply to the project. The technical proposals will be evaluated on the bases of: method of accomplishment; materials to be used; time schedule; and inspection/quality assurance plan. The Government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted. The Government may request additional information from offerors of proposal that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors. Vendors will be bound by their technical proposals! Vendors with proposals determined to be unacceptable will be notified of a final determination of unacceptability. Under the provisions of FAR clause 52.214-24, Multiple Technical Proposals, vendors are encouraged to submit multiple offers presenting different basic approaches. Each technical proposal submitted under this clause will be separately evaluated and the submitter will be notified as to its acceptability. Each acceptable proposal will be invited to submit a price in the second step of the solicitation. Prices will NOT be submitted with the technical proposal. Award will be made to that responsible offeror whose offer, conforming to the invitation will be most advantageous to the Government, considering only price and the price related factors included in the invitation. The site visit will be held on: 19 May 2011, 13:00 hrs, Bldg. #8165 at USAG Baumholder We will meet in the conference room of Bldg. #8165 at USAG Baumholder. From there we will jointly proceed to the respective site. IMPORTANT NOTE: All contractor personnel wishing to attend the site visit must carry a valid installation pass, passport (Personalausweis) or identification card. If not in the possession of an installation pass, contractor personnel must be signed in. Contractor personnel must carry a valid identification card (Personalausweis) or passport to be signed in.
