- The DLA Land Aberdeen Contracting Center is planning the release of a request for proposal (RFP) for the acquisition of logic box assembly IAW drawing 13229E4180. The release of the RFP will be on or about May 31, 2011 with proposals due approximately THIRTY (30) days later. This acquisition is for NSN: 5998-01-328-1975 and will be solicited under full and open competition after exclusion of sources as a 100% small business set-aside with a size standard of 500 employees. The acquisition is for a 5 year Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. A guarantee will be given for the first year only. No guarantee will be given for the remaining years of the contract. The guarantee for the first year will be issued with the first order and will be issued for ONE-HUNDRED FIFTY (150) units. The best estimated annual quantity is 150 units per year. First article testing will be required. The solicitation will be released on the Army Single Face to Industry (AFSI) https://acquisition.army.mil/asfi. Destination will be Defense Distribution Depot Susquehanna, PA. Any award made as a result of this solicitation must meet all requirements stated in the RFP. Evaluation of proposals will be based on price and past performance in accordance with the factors outlined in the solicitation. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon evaluation factors as described in the solicitation. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307. All parties interested in doing business with Army Contracting Command - Aberdeen Proving Ground (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) (ACC - APG (C4ISR)) and DLA Land at Aberdeen are invited to access the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi?ASFI_FAQ.cfm Upon accessing this web page, look for the tab titled "ASFI for Industry". Under the "ASFI for Industry" tab you will be able to: check for business opportunities by clicking on the Contract Opportunities Search link, receive notifications by clicking on the Vendor Notification Service link. Vendor cannot submit responses via the Vendor Bid History. Vendors can only view "high level" information regarding the response. No registration is needed for the Vendor to browse for business opportunities. For the Vendor to receive notifications he/she merely needs to provide company Commercial and Government Entity (CAGE) Code and E-Mail address. To submit a response the Vendor must provide the CAGE Code and Marketing Partner Identification Number (MPIN). Your company must be registered and current in the Central Contractor Register (CCR) in order to submit bids/proposals on ASFI. Please be advised that hard copies of the solicitation will not be made available. You must download solicitation documents from the ASFI.
