Description
This Presolicitation Notice is being posted in advance of Solicitation No. M67854-11-R-1039 for the Foreign Weapons Program. The procurement will be conducted as a total small business set-aside under authority of FAR 19.502-2. This is a Presolicitation Notice only; THIS NOTICE DOES NOT CONSTITUTE A SOLICITATION; NO PROPOSALS ARE REQUESTED. The Marine Corps System Command (MARCORSYSCOM), Infantry Weapons, Quantico, VA has a requirement for Fully Functional Foreign made Weapons with exception of the RPG-22 and RPG-7 rockets, which shall be provided as Replicas, Dummies, or inert/non-firing systems (i.e., without explosives). The Government anticipates entering into a Firm Fixed Price, Indefinite Delivery Indefinite Quantity type of contract. The maximum duration of the resultant contract will be five(5)years. The estimated contract minimum is, Qty 198 Kalashnikov 5.45x39mm AK-74 Assault Rifles plus Qty 40 spare parts, Qty 20 Degtyaryov-Shpagin Large-Heavy Machine Guns (DShK) to include Qty 12 spare parts, Qty 20 82mm Mortars (model 2B14-1), Qty 18 Disposable Anti-Tank Rocket Launcher Tubes, and Qty 108 RPG-7 Rocket Replicas. The estimated contract maximum quantity is, Qty 286 Kalashnikov 5.45x39mm AK-74 Assault Rifles plus Qty 57 spare parts, Qty 28 Degtyaryov-Shpagin Large-Heavy Machine Guns (DShK) plus Qty 16 spare parts, Qty 28 82mm Mortars (model 2B14-1), Qty 26 Disposable Anti-Tank Rocket Launcher Tubes, Qty 156 RPG-7 Rocket Replicas, Qty 704 Kalashnikov 7.62x39mm AK-47 Assault Rifles plus Qty 140 spare parts, Qty 286 Degtyaryov 7.62x39mm Light Machine Guns (RPD) plus 58 spare parts, 352 Kalashnikov 6.62x54mm General Purpose Machine Guns plus 71 spare parts, qty 192 Dragunov 7.62x54mm Sniper Rifles plus 39 spare parts, qty 286 G3 7.62x51mm Battle Rifles plus 58 spare parts, qty 286 FN/FAL 7.62x51mm Light Automatic Assault Rifles plus 58 spare parts, and qty 156 Rocket Propelled Grenade Launchers (RPG-7V). The purpose of the foreign weapons program is to procure a selection of fully functional foreign made weapons to support classroom training so students can readily identify and render safe for transport weapon systems commonly encountered on foreign battlefields. Vendors ™ systems shall be in Factory New (i.e., unused) condition and shall include all parts, components, assemblies, subassemblies, and mechanisms inherent to the complete system designs. The systems shall demonstrate fit, form, and function of fully operational systems, with exception of the RPG-22 and RPG-7 rockets, which shall be provided as Replicas, Dummies, or inert/non-firing systems (i.e., without explosives). The Government recognizes that there are different variants, models, and countries of origin for the systems required. The Government will accept different variants/models of the systems identified above, except from China for all weapon systems and Romania for the AK-47 Assault Rifle. The systems shall conform to the technical requirements called out in the Product Descriptions that will be provided with the solicitation. Vendors ™ proposed configurations shall be uniform for the entire quantity of systems to be provided (i.e., entire quantity of each system shall be of the same configuration, model, and country of origin). Source Selection will be based on evalution of Technical (Technical Capability), Price and Past Performance factors. Award will be made to the responsible offeror with the lowest priced technically acceptable offer. The NAICS code for this procurement is 332994 and the size Standard is 500 employees. In order to be eligible for award, interested parties must be registered in the Central Contractor Registration Database (CCR). M67854-11-R-1039 is anticipated to be issued within the next 45 days and will be posted on the internet at the Federal Business Opportunities website located at the following address: http://www.fedbizopps.gov, and the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil. The on-line version of the solicitation will include all documents of the solicitation package. No hard copy of this solicitation will be issued. Amendments, if any, will be posted at the same location as the original solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. In case of conflicts between information contained in the formal solicitation and that contained in this pre-solicitation notice, the information in the formal solicitation will govern.
