Description

This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division intends to award a sole source Firm-Fixed-Price (FFP) five-year Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to Cadence Design Systems for software tool license and maintenance agreements. Required software includes Virtuoso suite of analog/mixed signal tools, Assura physical verification tools, QRC extraction tool, Encounter Conformal logical equivalency tool, Incisive Desktop manager tool, and the Incisive Specman tool. This requirement will be solicited in accordance with the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, only one responsible source. The solicitation will be posted to FedBizOpps and may be accessed at http://www.fbo.gov. The Contractor must be properly registered in the Government ™s Central Contractor Registration (CCR) to receive an award. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet at https:///www.bpn.gov/ccr/. In accordance with FAR 4.1201, the contractor shall also complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov in conjunction with required registration in the CCR database. Inspection and Acceptance shall be at destination. All items shall be delivered FOB destination. All responsible sources may submit a proposal which shall be considered by the agency. FAR part 12 procedures will be used. Interested persons may identify their interest and capability to respond to the requirement or submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on or about 13 JUN 2011. Closing date will be on or about 12 JUL 2011. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items. Offers must be submitted in the format specified in the solicitation to be considered. Furthermore, each interested vendor shall monitor the FBO, NECO and Crane websites for amendments that may be issued to this solicitation. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Please reference the above solicitation number when responding to this notice.
