- The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing an upgrade of an MTS servohydraulic test machine to include 5500 lb actuator, extensometer, and laser extensometer. The system is to be used in the sustainable materials research program of the Engineering Laboratory. The main purpose of this equipment is to upgrade the capabilities and calibration of the current servohydraulic and screw driven universal test machines. This will facilitate enhanced testing of polymeric materials and composites. After results of this market research are obtained and analyzed and specifications are developed for system that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST has a need for an upgrade of an MTS servohydraulic test machine to include 5500 lb actuator, extensometer, and laser extensometer that would meet the following functional requirements: The National Institute of Standards and Technology (NIST), Materials and Construction Research Division of the Engineering Laboratory requires upgrade of an MTS servohydraulic test machine to include 5500 lb actuator, extensometer, and laser extensometer. The laser extensometer will require analog input card to interface with the Teststar IIs controller and cables to interface with MTS controlled Instron screw test frame. This will also require calibration and tuning of servohydraulic test machine for load control. It will require calibration of load cells (5), 2 LVDTs, an MTS controlled Instron screw test frae, and tuning of servohydraulic for load control. Actuator will use existing 3000 psi manifold (MTS 294.11) at NIST. The manifold will require new filters and piston accumulator. The manifold will require mounting hardware to mount to frame and hardware will be required to mount actuator, grips, and load cell. Equipment must be fully compatible and integrated with current MTS hardware, electronics, and software currently available at NIST. Relevant instrument information: Servohydraulic: MTS model 312.21 22 kip load frame. Power unit is an MTS 505.07 with servohydraulic grips (MTS 647.10A). Software is Test Star Version 4.0A and Multipurpose Testware. Screw Machine: Instron model 1125 using MTS Testworks software and MTS control and data acquisition electronics. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice. Companies that could provide the upgrade are requested to email a detailed report describing their abilities to todd.hill@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to todd.hill@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
