Description
THIS ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSE ONLY Yosemite National Park is seeking potential vendors for the following hazardous waste pickup and disposal task: NAICS Code is 562111. This requirement is for transportation, treatment, and disposal of hazardous waste generated by Yosemite National Park in accordance with EPA regulations 40 CFR, the Resource Conservation and Recovery Act (RCRA), and Title 22 California Code of Regulations. Yosemite National Park (YNP) operations are typical of any municipality including facility and fleet management. Due to the amount of hazardous waste generated each month, we are considered a Large Quantity Generator (LQG) and must meet additional requirements that do not apply to most other National Park Service units. The park normally generates 25-30 tons of waste annually with four to five shipments off site per year. Off site shipments fluctuate between one to five tons, with variable and infrequent waste streams. Shipments are roughly on a quarterly basis from a central location, with spring and winter shipments being much lighter than summer and fall. As a LQG we are limited to accumulating hazardous waste for 90 days at the primary location. RCRA regulations require that a generator of hazardous waste be held responsible for every point in the waste cycle in a "cradle -to -grave" process that covers generation, storage, treatment, and disposal. Previously, the park was involved in situations with small business hazardous waste transporters in which additional costs were incurred and EPA fines were given due to their mismanagement of the park's hazardous waste transported off-site. The overall contract purpose is to acquire the services of a nationally recognized company with a long-standing positive record of compliance managing hazardous wastes. The minimum need of the park is to have a reputable company that has a long standing positive record of compliance with state and federal regulations. The contractor must have the ability to handle our fluctuating waste streams, provide data managing our waste profiles, and cradle to grave tracking to ensure compliance. We prefer a contractor that owns licensed hazardous waste transporter and permitted Treatment, Storage, Disposal Facility (TSDF) to ensure tighter control of our waste "cradle to grave". Regulations require us to personally inspect the waste transporters facility and the TSDF to ensure compliance. Contractor shall provide personnel, labor, transportation, test equipment, packaging, materials and documentation required to legally transport hazardous waste. Contractor shall ensure that hazardous waste is properly segregated, safely packaged, labeled, documented, loaded and placarded in accordance with state and federal regulations. Contractor shall be licensed and up to date meeting all state and federal regulations for hazardous materials/waste transportation. Contractor must ensure that all Yosemite waste streams are properly managed through a licensed TSDF in accordance with state and federal laws.
