- Description
- The Department of the Navy, Fleet and Industrial Supply Center (FISC) at Norfolk, VA, has a requirement Code of Conduct/Survival, Evasion, Resistance, and Escape, Personnel Recovery (CoC/SERE/PR) instructional support required by the Center for Security Forces (CSF). The overall objective is to provide a contracted source for instructional support for (CoC/SERE/PR) training for the Navy Security Forces (NSF) at learning site detachments Kittery/Rangeley, ME and San Diego/Warner Springs, CA. This contracted source will supply instructor only training services with fully qualified and certified instructor personnel who are capable of providing the required instruction in the below Navy CoC/SERE/PR course. This training will be conducted for Navy personnel and Government civilian personnel and may require at or above 14 certified contracted instructors per month at each of the two site locations. This procurement will be solicited as a Service Disabled Veteran Owned Small Business Set-Aside. The applicable NAICS code is 611699 with a small business size standard of $7.0 million. The SERE course is targeted toward those individuals assigned to aircrew and other high-risk-of-capture personnel. The course includes Application of the Law of Land Warfare (Geneva Conventions of 1949 Relative to the Treatment of Prisoners of War) joint tactics; techniques and procedures for evasion and recovery from hostile or denied territory; physical and psychological captor management techniques (including strip searches, physiological interrogation, isolation exercises developed specifically for peacetime detention by foreign governments and terrorists); identification of and resistance to various means of exploitation such as interrogation, indoctrination, and propaganda; and methods for planning and executing escapes from captivity. Training is a combination of classroom and lab application. SERE training is delivered at both detachments, and at geographically separated training sites. A total of 23 convenings at each location are conducted annually with a maximum class size of 62 students. The proposed acquisition shall be a single award Indefinite Delivery/Indefinite Quantity contract with Firm Fixed Price provisions under FAR Part 12 Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation . The period of performance for the resulting contract will be for one (1) twelve-month base with two (2), twelve-month option periods including FAR Clause 52.217-8 Option to Extend Services . All options will be evaluated in accordance with FAR 17.206(a). A complete solicitation package will be available for download via NECO at http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 20 May 2011. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; FISC will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to self-certify may be grounds for the Government to refuse the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
