Description

The Department of Veterans Affairs, Maryland Health Care System (VAMHCS) intends to solicit proposals from contractors within the state of Maryland as part of the Community-based Health Care for Homeless Veterans (HCHV) program to provide Urgent and Emergent residential care, treatment and rehabilitative services to Veterans who are homeless. The purpose of the solicitation is to obtain proposals from contractors who can provide, at a minimum, suitable residential placement which requires: a) sufficient personnel to assure security; b) staffing available on-site 24 hours a day, 7 days per week; c) room and board; d) laundry facilities; and e) the ability to place a Veteran on the same day of a referral from HCHV staff. The VAMHCS anticipates issuing a solicitation for this requirement on or about June 03, 2011, with a closing date for proposals on or about July 01, 2011. The solicitation will be available for download from http://www.fbo.gov. Interested contractors are responsible for downloading copies of the solicitation (and any subsequent amendments) from that website. No hard copies will be available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the Federal Business Opportunities (FBO) website so they are notified of the issuance of the solicitation and any subsequent amendments. Large and small businesses, as well as non-profit organizations are welcome to respond in the event no Service Disabled Veteran Owned Businesses or Veteran Owned Small Businesses have the capacity to provide this service. The North American Industry Classification System (NAICS) code for this solicitation is 624229. The goal of the HCHV program is to end homelessness among Veterans by 2014. The HCHV Contracted Beds for Urgent and Emergent placement with supportive services is an opportunity to rapidly reduce Veterans homelessness, particularly those who present co-occurring mental health and substance use disorder treatment needs. Through the HCHV program, VAMHCS provides case management services to Veterans and facilitates their access to a broad range of medical, mental health, and rehabilitative services. The contractor shall provide therapeutic and rehabilitative services, but will not be required to provide detoxification or other hospital level treatment - those services will be provided by the VAMHCS at VA facilities. Initial contract awards are anticipated by the end of July 2011. The contract period of performance is for twelve (12) months, with two (2) one -year option periods, to be exercised solely at the discretion of the Government. The Government will use a Best Value source selection method under the Federal Acquisition Regulation (FAR) Part 13 and anticipates making multiple awards of fixed price, indefinite delivery, indefinite quantity (IDIQ) contracts for this requirement. To be eligible for award, contractors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov. Registration is free and potential offerors are encouraged to visit the CCR website and register as soon as possible to avoid delays should they be selected for a contract award.
