Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), Dust Control, Ventilation and Toxic Substances Control Branch (DCVTSCB) have intent to issue a purchase order to RJ Lee Group, Inc. for Bulk Sample Analysis of Limestone Rock Dust Samples. Background and Scope: The Dust Control, Ventilation, and Toxic Substances Control Branch of NIOSH will serve as the conduit for the characterization of the pulverized limestone and/or other inert material used to dampen the explosive potential of coal dust in underground mines. The characterization will involve determining the silica content of a bulk material sample. A total of 260 rock dust samples will be received from the Mine Safety and Health Administration (MSHA) over the course of 12 months. The contractor will accurately determine the free silica and combined silica content (by weight) of the sample using combined X-ray Diffraction (XRD) and X-ray Fluorescence (XRF) analysis techniques. The NIOSH 7500 method of XRD testing and Semi-Quant Chemical Composition (Fusion Prep) method of XRF testing are required for this analysis. As the samples are received, they will be delivered to the contractor for analyses. The analysis provided will identify the sample, state the amount of crystalline silica (quartz, cristobalite, tridymite) in percent by weight, and amount of the total or combined silica amount in each bulk sample provided. A turnaround time of 10 to 15 days will be required for sample results from the date of each delivery. For cost and expediency considerations, a local (Pittsburgh area) vendor is required for this work so that when samples are received a NIOSH employee can deliver them to the contractor. The contractor must be accredited by the American Industrial Hygiene Association (AIHA). MSHA will collect the samples and deliver them to the Pittsburgh Research Laboratory to be analyzed for crystalline and combined silica content. Two analyses are required to accurately determine the silica content of the material, X-ray Diffraction (XRD) and X-ray Fluorescence (XRF). RJ Lee Group, Inc. is a materials characterization and analytical service laboratory in Monroeville, PA. This company not only performs both methods of analyses, but uses the preferred NIOSH 7500 method of XRD testing and Semi-Quant Chemical Composition (Fusion Prep) method of XRF testing. RJ Lee is accredited by the American Industrial Hygiene Association (AIHA) and has performed timely and error free sample analysis for past NIOSH research studies. Several MSHA samples have already been tested to determine the need for comprehensive testing of samples nationwide. These initial samples were analyzed by RJ Lee. Therefore, to have valid, comparable, and reliable results for the completion of the study, it would be beneficial to use this company to accomplish this task in order to provide continuity of this overall effort. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret L. Mooney, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2011-Q-13432. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with RJ Lee Group, Inc., 350 Hockberg Road, Monroeville, PA 15146-1516 as the only source and a purchase order will be issued without any additional notices being posted.
