- RFI Attachment 1 (PRR) This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Responses to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. No funds are authorized, appropriated, or received for this effort. The information provided may be used by the United States Special Operations Command (USSOCOM) in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI, more specifically the requirements delineated in the Attachment. USSOCOM is requesting industry comment on its ability to provide a non-developmental, personal role radio-like capability with as many of the attributes identified in the RFI Attachment. The requirement is for such device to be available in 4th Qtr FY 11. Consequently, the technological maturity of this radio cannot be waived. Once industry information is received USSOCOM may publish a follow on synopsis requesting further information and/or industry comments on a refined set of requirements along with an acquisition strategy and milestone schedule. Interested parties shall submit their product information within 14 days after the posting of this RFI. USSOCOM has no basis in which to consider performance tradeoffs but perhaps there may be some if additional features other than those listed in the RFI Attachment are proposed, with the exception of size, weight and power. All responses shall be submitted to the Contracting Officer, Ms. Deanna Cox, deanna.cox@socom.mil with a copy to the Program and technical point of contact, Mr. Mark Spadaro, spadarom@socom.mil, and the Contract Specialist, Mr. Jonathan Katz, jonathan.katz@socom.mil. This announcement is a request for information/comment only and does not constitute a Request for Proposals (RFP). Presumably, an RFP will be posted on Fed Biz Ops at some future time. However, the Government does not guarantee any action beyond this RFI.
