- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, intends to purchase AN/USQ-82(V) Gigabit Ethernet Data Multiplex System (GEDMS) hardware and INCO repair from one of two qualified vendors: The Boeing Company or DRS Defense Solutions, LLC. Boeing ™s address is 5301 Bolsa Ave, Huntington Beach, CA 92647-2048. DRS ™ address is 7600 Wisconsin Ave, Ste 1000, Bethesda, MD 20814-3657. Competition is limited to these two qualified manufacturing sources as the time and expense to qualify additional vendors is too prohibitive. GEDMS is a Government Furnished Equipment build-to-print system, where no commercially adequate products satisfy the design requirements. It is not a performance-based militarized commercial-off-the-shelf (COTS) system design, although there are performance based COTS components. All items shall be in compliance with NAVSEA system specifications DMS 500.7 and GEDMS 300.0 and will be listed in the solicitation that will follow this announcement. Firms interested in subcontracting opportunities should contact Boeing and DRS directly. Delivery, inspection, and acceptance shall likewise be identified in the solicitation. It is anticipated that the solicitation will be issued on or around 1 July 2011 and will be open for 30 calendar days. Contract award will be no later than 30 September 2011.
