- SATELLITE-ENABLED REAL-TIME GLOBAL CARGO TRACKING This Special Notice is for informational and planning purposes only. It does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government. Respondents are solely responsible for all expenses associated with this notice. Notice Type: Special Notice 1.Synopsis 2.Definitions 3.Problem Statement and Background 4.Information Submittal 5.Primary Points of Contact: 1.Synopsis: The purpose of this market research is to gain industry input as related to current satellite tracking of cargo globally. Through the use of any information gathered, USTRANSCOM will gain an understanding where techniques and devices may be best employed in a global distribution and logistics supply chain environment. For this Special Notice, we are only discussing the use of satellite devices, not RFID. USTRANSCOM J5/4 is gathering this information to put into a single, larger resource document. What we are asking to be provided: a.Countries (by continent) that you are operating in using any type of satellite device b.Type(s) of satellite devices(s) you are using and their capability (location only, additional alerts, etc.) c.Issues with use of tags by host nations / any nations not allowing commercial use of satellite devices inside their country (with remarks) d.Use by commercial business? Military business? e.General lessons learned Please respond to USTCCS-ORTA@ustranscom.mil and both primary points of contact listed below (Mrs. Barnhill and Mr. Shaffer) no later than close of business June 1, 2011. 2.Definitions Intrusion: the act of intruding or the state of being intruded; especially: the act of wrongfully entering upon, seizing, or taking possession of the property of another. (Merriam-Webster) Tampering: to render something harmful or dangerous by altering its structure or composition. (Merriam-Webster) Military Cargo: includes containers (all sizes and standards) and break-bulk items. Break-Bulk: of or relating to materials shipped in conventional individual packages and not containerized Exigency: that which is required in a particular situation -usually used in plural 3.Problem Statement and Background: The United States Transportation Command's mission is to provide air, land and sea distribution for the Department of Defense (DOD), during both peace and war. The Commander of USTRANSCOM is further tasked to serve as the Distribution Process Owner (DPO), coordinating and overseeing the DOD distribution system to provide interoperability, synchronization, alignment of DOD-wide, end-to-end distribution. An important functional requirement is the integration for the Transportation Component commands (TCCs): Military Sealift Command (MSC), Air Mobility Command (AMC), and Military Surface Deployment and Distribution Command (SDDC). 4.Information Submittal Procedures: Multiple federal agencies may participate in the review of information in partnership with USTRANSCOM, including SDDC, and other DOD contractors as the U.S. Government deems appropriate. No funding is available from the government to cover preparation or submittal costs. Parties interested in submitting information may respond not later than 5:00 pm (central time) 1 June 2011 by unclassified e-mail to USTCCS-ORTA@ustranscom.mil by submitting UNCLASSIFIED information. -Microsoft Word, Microsoft Excel, or.pdf format of not more than 5 pages in length, on standard 8 ½ by 11-inch page, with 1-inch margins at top, bottom, left and right, in Times New Roman font of not less than 12-point size, with not more than 6 lines per inch. -Clearly mark/identify any proprietary information, photos, and diagrams. -Include Company name and state of incorporation, and incorporation of any parent entity. Companies with foreign ownership or parentage must identify the nation of incorporation of that non-U.S. entity.
