- PLEASE NOTICE: A. Further "answer" clarification is being sought from the user-office for questions 7, 8 and 14. B. CONSOLIDATED CONTRACTOR TECHNICAL QUESTIONS - (BULK OXYGEN TANK INSTALLATION PROJECT) QUESTIONS/ANSWERS: 1.What is the thickness of the pad and are there frost skirts on all four sections? AE to answer Ans: The pad thickness is 7 inches. There are no frost skirts. 2.Will the transformer be removed and by whom? Ans: Can be accommodated for the successful bidder's tank design. 3.Will the Army be providing a Medgas Certifier (third party verifier) or is this to be provided by and paid for by the awarded vendor? Ans: Include third party verifier in proposal as a separate and definable cost element. 4.Will the hospital have an electrician on site to connect the alarm wiring to the equipment? Ans: No, include in proposal. 5.Does the pad have expansion joints between each section of the pad or is it just a saw cut to eliminate cracking? If there is expansion joints, what type of material was used? AE to answer Ans: The pad has saw cut control joints. 6.What type and location is the rebar? AE to answer Ans: The pad is a 7 inch thick slab on 8 inches of dense grade aggregate with 4"x4"-w2.9xw2.9 welded wire mesh placed 3 inches below the concrete surface. 7.Request the bid due date be extended to May 16, 2011. The current bid due date does not allow a reasonable amount of time to develop a proposal considering the outstanding clarifications regarding the conformance of the site and tank installation. Ans: The offer due date has been changed to May 9, 2011, 2pm EST. All other "submission of offer" requirements remain unchanged. 8.Request the Army provide the specifications used for the installation of the pad or confirm in writing that the pad was installed within specifications to accommodate the tanks and supporting equipment. Additionally, request confirmation of who assumes all responsibility and liability for any failure of the pad if the tanks are installed on the existing pad. Ans: Provided in email from contracting office with pdf attachments 5/4/2011XXXXXXXXXXXXXXXXXXX 9. If the pad is deemed out of specification, who will be responsible for the work and costs involved in reinstalling a pad that is within specification and the fence surrounding the pad, and who is responsible for the work and costs involved in reinstalling the electrical system at the pad site. Ans: Pad is in compliance with AE's Basis for Design specs. Also see #7 above for detail on what that spec is.XXXXXXXXXXXXXXXXXXXXXXXX 10. Section 1.4m of the Statement of Work requires that 'Contractor will confirm the service call and respond by sending a service technician to arrive at the facility within 2 hours of when the facility notified the contractor and Section 1.6 of the Statement of Work requires that "Vendor must have certified staff to perform any required maintenance and inspections at the medical facility or available within 2 hours of time of notification. Offers cannot reasonably meet the 2 hour requirement. but could normally meet a 4 hour based on the type of problem. Ans: 4 hour response is acceptable 11.Section 1.6 of the Statement of Work requires that "Vendor must be available to make emergency deliveries within one hour of notification as required or as mission dictates. Offerors cannot reasonably meet the 1 hour requirement but could normally meet a 4 hour requirement Ans: 4 hour response is acceptable 12- Deliveries to be made between 8:00 AM & 4:00 PM Monday -Friday. This is not practical and could require a restrictive delivery charge. Our trucks operate 24 hours a day 7 days a week. We would normally make deliveries in the off hours when there would be less traffic and less disruption at the location Ans: 0500hrs-2100hrs Mon-Sat, is acceptable. 13. Will you accept a portable or tube trailer for testing the system as an interim solution while the bulk tank is on order? Ans: Using Unit to answer but proposal generally acceptable to Project Delivery Team XXXXXXXXXXXXXXXXXXX 14. Installation of the tanks would be possible on your time schedule only if the pad and fill area passes inspection. Delivery on the required equipment is 6 to 8 weeks ARO. Ans: Yes, however a permanently installed oxygen system is preferable and the portable would only be used as a last resort. In summary, if a contractor can provide permanent tank(s) in the required timeline, such contractor would be preferred over one that cannot.XXXXXXXXXXXXXXXXXXXXXXXX 15. Is the transformer adjacent to the pad on the Emergency power system? Ans: The transformer is on emergency power. 16. Current configuration of the tank area is not delivery friendly and would block traffic during the fill process. Placing the apron on the road side would alleviate this problem Bollards need to be added to the site. Ans: Site work is complete, use pad/pull off apron as installed.
