- THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THE PURPOSE OF THIS SOURCES SOUGHT SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SOURCES FOR PLANNING PURPOSES ONLY FOR THE U.S. ARMY MEDICAL MATERIEL DEVELOPMENT ACTIVITY (USAMMDA), FORT DETRICK, MARYLAND. SOURCES SOUGHT TITLE:USAMMDA PSPMO SUPPORT Organizational Structure: United States Army Medical Research and Materiel Command (USAMRMC), Fort Detrick, Maryland U.S. Army Medical Materiel Development Activity (USAMMDA) Pharmaceutical Systems Project Management Office (PSPMO) Part A - Background: Pursuant to Federal Acquisition Regulation (FAR) Part 10, this RFI/Sources Sought Notice is issued to determine whether sources of commercial services exist to meet PSPMO's requirements and to assess the extent of competition in response to one or more competitive solicitations. As part of USAMRMC, USAMMDA develops and manages medical materiel to protect and sustain the Warfighter on point for the Nation. The PSPMO manages the development and acquisition of pharmaceutical and biological products (drugs, vaccines, diagnostics, blood products and resuscitative fluids). These products will be fielded as preventive, protective, and therapeutic modalities for infectious disease (ID) indications and for combat casualty care. PSPMO Product Managers (PMs) manage individual product development efforts to include: Product development plan, implementation and management. Reporting progress to leadership in: oBudget reviews and demonstration of budget management; oReviews of contracting actions for product development; oDecision reviews. Success requires effective coordination among internal and external collaborators utilizing contracts at the proper level of support at the appropriate time to meet product development and financial goals. PMs collaborate with USAMRMC laboratories, industry partners and partners from academia. Product development efforts may require clinical studies or other product development activities to be conducted in areas outside the continental United States (OCONUS), where human subjects may encounter agents of infectious diseases of interest to USAMRMC. Part B - Requirements 1.The PSPMO seeks contractor support for development of medical products. The PSPMO does not seek a contractor to integrate all aspects of medical or other product development. 2.Areas of services needed in support of Product Development: a.Government Acquisition Program Management Office Support: i.Product Manager Technical and Administrative Support ii.Conference, Meeting and Informational Products Support iii.Training Development, Planning and Presentation Support iv.Information Technology Support v.Integrated Product Team (IPT) Meeting Facilitation Services b. Foreign Government, Military and Civilian Liaison Support: i.International Agreements Support ii.Protocol Support (e.g. for special events/visitors) c.Medical Product Development Support: i.Regulatory Support ii.Medical Product Manufacturing and Analytical Testing Support iii.Nonclinical Study Support iv.Clinical Development/Clinical Study Support Part C - Responses / Capabilities Statements 1.Responses/Capabilities Statements should address the following areas: a.Identify business size in accordance with NAICS Code 541711, CCR Registry Cage Code number and all U.S. Government contracts held within the previous10 years to include all active contracts and assistance agreements. Identify the agency the contract agreement is with and period of performance. b.If applicable, identified responses by paragraph number identified in Part B. Present relevant experience and identify current or prospective teaming partners and their relative experience to demonstrate advantages. 2.Only electronic submissions (email with Microsoft Word 97-2003 attachments) will be accepted; maximum of 10 pages; font to be Times New Roman in regular 12 pitch. 3.The Government will not pay for costs associated with developing a response to this RFI/Sources Sought Synopsis. 4.Responses are to be e-mailed to Joy.d.kamara@amedd.army.mil to be received by close of business [3:30 PM EDT] June 30, 2011. NOTE - This synopsis is for informational and planning purposes only and is not to be construed as a commitment by the U.S.Government. Each response must reference the sources sought title: USAMMDA PSPMO SUPPORT. All proprietary information should be marked as such. Responses will be held confidential if requested. Telephonic inquiries shall not be accepted. Availability of any formal solicitation will be announced under a separate announcement. PROPOSALS ARE NOT REQUESTED AT THIS TIME AND WILL NOT BE CONSIDERED.
