- The Naval Air Warfare Center Weapons Division (NAWCWD) Point Mugu, CA, intends to enter into a three year Cost Plus Fixed Fee (CPFF), level-of-effort (LOE) contract using other than full and open competition to ComGlobal Systems Inc., 1315 Dell Avenue, Campbell, CA 95008-6609 in support of Test and Evaluation (T&E) and systems engineering activities related to Aegis Ballistic Missile Defense (BMD) and Theater High Altitude Area Defense (THAAD) Programs at the Pacific Missile Range Facility (PMRF). LOE under this contract will consist of 15,600 hours. The contractor shall provide the following services: Systems Engineering Support; Systems Integration including Software Development and Installation; Coast Guard C-130 Casper Support; Mission Support including Test Planning Support, Test Monitoring and Real-Time Mission Support to improve range safety during missile intercept tests; Training; and Management Support. Support shall be provided at various national test ranges as required including the PMRF, Barking Sands, Kauai, HI. ComGlobal has developed unique software code for ingesting data collected by various sensors observing the ballistic missile trajectories of the target and sea-based missile interceptor and fusing and processing the data from all available sources for improved situational awareness. This software code is proprietary and cannot be emulated by other sources without considerable cost and time. This notice is not a request for competitive proposals; however, any responsible source may submit a statement of capabilities no later than 23 May 2011 that will be considered. The solicitation will be issued on or about 23 May 2011 and will be made available electronically upon its release at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov. The anticipated award date is 24 November 2011. Some portions of the Request for Proposal (RFP) may not be available electronically. It is the Offeror ™s responsibility to contact the Government Representative cited in the RFP in order to obtain paper copies of those portions of the RFP that are not available electronically. All responsible sources may submit a proposal that shall be considered by the agency. See Numbered Notes 22 and 26.
