Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6079, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Pediatric Oncology Branch (POB), Oncogenomics Section plans to procure the brand name Fluidigm Access Array system manufactured by Fluidigm Corporation, 7000 Shoreline Court, Suite 100, South San Francisco, CA 94080. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334516 and the business size standard in 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. With the advance of different sequencing projects performed in the Pediatric Oncology Branch, the Oncogenomics Section urgently needs a completely different technology to validate findings such as a panel of genes or genomic features important to the target disease from these high-throughput sequencing projects. The ideal system has to have the following features: (1) high accuracy; (2) the use of technology fundamentally different from the existing next-generation sequencing platforms used by the Oncogenomics Section, including SOLiD (Applied Biosystems) and Genome Analyzer (Illumina); (3) detection of variant sequences from mixed sequences, even at low frequencies; (4) fast assay speed; (5) affordable running cost. Facts and Reasons to Justify Other than Full and Open Competition 1. Statutory authority: This acquisition is conducted under the authority of section 4202 of the Clinger-Cohen Act of 1996 as set forth in 13.106-1 (b)(1). (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). No other requirement and/or type for supply or service will satisfy agency need. After researching the market for targeted re-sequencing technology, the Oncogenomics Section identified that the Access Array System by Fluidigm, paired with the Personal Genome Machine by Ion Torrent meets these criteria. Because of the speed and simplicity of the technology and design, Access Array is a fast, simple, and thus cost-effective platform for sequencing validation in the Oncogenomics Section. The Oncogenomics Section has an additional need for an accurate way to quantify the nucleic acid libraries used for SOLiD sequencers. The current Applied Biosystem's ABI Prism 7000 Sequence Detection System is outdated and uses a large amount of reagents (50u1) for each PCR reaction, resulting in high running costs. The Access Array system uses fewer reagents (<1u1) for each PCR reaction, making it a less expensive option. In addition, ABI 7000 system gives relative concentrations, while the Access Array system gives an absolute concentration measurement, making the quantification more accurate. The following salient characteristics apply to the Access Array system: 1. Targeted sequencing which allows the user to select a specific region of interest in the genome, permitting the user to sequence only that region instead of the entire genome, reducing cost and run time. 2. The use of microfluidics to facilitate parallel amplification of 48 ampl icons in 48 unique samples. 3. PCR incorporating sequencing adaptors that enable the preparation of a sequencing library concurrently with the preparation for PCR, which drastically reduces sample preparation time for sequencing. 4. Patented microfluidics technology which results in accurate and consistent data for PCR and quantification. Because Fluidigm Corp. is the only manufacturer for the Fluidigm Access Array system and they own patents on the instrumentation design and technology, Fluidigm is the only source from where we can purchase the Access Array system. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on May 23, 2011. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
