- •A. Background: In 2005, Congress passed the Energy Policy Act of 2005 (EPAct05) established a metering goal for electricity no later than FY 2011 with an emphasis on advanced metering devices, interval data, measurement and verification and reporting. In 2007, Congress also passed the Energy Independence and Security Act of (EISA07), which established a goal of providing equivalent metering for natural gas and steam no later than FY 2015. Additionally, the Green the Capitol Initiative (GTCI), issued by the House Chief Administrative Officer in June of 2007 and adopted by the Speaker of the House of Representatives, recommended employing metering and the development of easy-to-understand utility tracking displays to improve operating efficiency in House Office Buildings. •B. Current Conditions: In FY 2008, the AOC began implementation of a complex-wide metering system, starting with the House Office Buildings to fulfill the recommendation of the GTCI. As a result, all of the House Buildings now have advanced metering installed for steam, chilled water, electricity, potable water and condensate. Approximately one-third (115 meters) of the metering has been installed in the U.S. Capitol, Capitol Visitor Center, Senate Office Buildings, Capitol Power Plant and Botanic Gardens, with expansion to approximately 320 meters by FY 2012 and additional sub-metering to follow. There currently exists a beta version of a Utility Metering Enterprise System developed under a contract with National Technical Information Service, a scientific and technical services provider that, among its other services, assists Federal agencies with the collection and tracking of energy consumption date as required by EPAct05. •C. Project Scope: Resumes of all Contractor personnel implementing of the enterprise system as described below are to be included with the Contractor's fee proposal for this work. Acceptance of the fee proposal is dependent upon the resumes provided. These same or equally competent professionals must remain on the Contractor's project staff for the entire duration of the study. Any changes to personnel must be approved by the designated Contracting Officer's Technical Representative (COTR)/AOC Project Manager (PM). The main effort of this project is to establish and maintain a Utility Metering Enterprise System that would function as an easy-to-understand, informational website for the Congressional staff and other building occupants (NOT general public) as well as perform advanced utilities analysis functions for AOC's energy managers and operational staff. The Contractor will also be responsible for data transfer, secure storage and data error correction. The bidders shall break down their proposals into the deliverable tasks with one base year and four option years that include building and modifying the system, integrating data for existing and newly installed meters, creating additional chart and graphs, and providing training. Proposals shall include an outline of data correction methodologies and separate cost estimates for incorporating each type of utility meter (electric, steam, chilled water, potable water and condensate) in the enterprise system. For future planning purposes, the proposals shall also include examples of utility bill analysis and validation methodologies and associated screen displays. •D. Contractor Tasks: •1. General: The Contractor shall build and maintain a utility information website for AOC's jurisdictional and central staffs and Congressional staff. The Contractor will be required to provide a five-year Resource Plan (budget, manpower, equipment, etc.) and supporting documentation, including systems and training manuals. The Contractor will also be required to provide an on-line tutorial module, two on-site training sessions and one each year thereafter, and conduct one lessons learned workshop following the final launch of the website. Refer to Appendix A - List of Requirements for additional details. •2. Pre-Design Kick-Off Meeting: Meet with the COTR/PM to review the project scope, the project schedule, the project budget and technical approach. Following the meeting, refine the schedule and submit to the COTR/PM for approval within fourteen calendar days. •3. AOC Client Meeting(s): Following the Pre-Design Kick-Off meeting with the AOC, meet with designated AOC or Congressional staff to review the project scope and schedule and from that meeting (and other subsequent meetings as required), verify the tasks and schedule for completion of the Utility Metering Enterprise System. Coordinate these meetings through the COTR/PM. The Contractor shall prepare meeting minutes and distribute them electronically within seven calendar days. •4. Review Existing System and Documentation: Review existing beta system, data corrections and calculations, List of Requirements, and other associated documentation to determine the system architecture and protocols and their relevance to current user needs. Interview jurisdictional and central staff personnel for any additional requirements and document any requested changes. Benchmark the existing system with two Federal or corporate utility information systems. •5. Develop Utility Metering Enterprise System: Using the List of Requirements and other associated documentation, build and maintain a fully functioning enterprise system to provide utility information to the AOC's jurisdictional and Congressional staffs. The enterprise system shall include separate modules for utility consumption tracking, energy awareness (energy conservation tips, goal and initiatives, events, etc.), an online tutorial, website usage statistics, and other functions as indicated in the List of Requirement. Information available to users will vary by jurisdiction and need. Congressional staff and building occupants will have non-password-protected access to a certain amount of static utility data for their building or jurisdiction along with the awareness and on-line tutorial modules. Jurisdictional energy managers will have password-protected access to all of their jurisdictional data with full analysis capabilities along with the other modules. AOC's Energy Management and Capitol Power Plant (CPP) staff will have password-protected access to all utility data residing on the website with full analytical capabilities. The CPP information will differ slightly from other jurisdictions in that it will focus on system efficiencies rather than utilities consumption. Administrator privileges will reside with AOC's Central Energy Management staff and the enterprise system's Contractor. Utility-related information available on the website will include real-time and historical utility consumption, efficiencies, weather, and carbon footprint. For specific users, utility consumption can be broken down by utility type, buildings, jurisdictions and time periods; comparisons can be done between buildings, jurisdictions, and systems. Analysis tools will include graphic and tabular formats with various parameter settings and the capability to output aggregate data to an Excel spreadsheet. Excel spreadsheet export shall be such that no "clean-up" required, no junk text or empty cells that require deletion. •6. Informal Mid-Point Review: The Contractor shall conduct a Mid-Point review to confirm project intent and allow for approval and refinement of the Utility Metering Enterprise System just before the launch of the beta version of the website. •7. Provide User Training: The Contractor shall provide two on-site training sessions with training materials after the launch of the beta version of the website. The on-line tutorial shall be reasonably complete and be used during the training sessions as a complement to the instruction and printed materials. Annual follow-up training will be provided as an option for four years. •8. Provide PowerPoint presentation: The Contractor shall create and present a twenty to thirty minute PowerPoint presentation that provides an overview of the enterprise system to AOC personnel. Additionally, the Contractor will provide one high-level slide for management, outlining the basics of the enterprise system and two detailed slides for technical staff. •9. Conduct a "Lessons Learned" workshop: The Contractor shall document issues that arise during the building of the enterprise system website and its resolution and conduct one lessons learned workshop. •10. Final Deliverable: Incorporate revisions in comply with final AOC review comments, submit final deliverables, launch final version of website and provide follow-on support. •E. Deliverables: •1. Data Transfer Verification: Verify that all data communicated from AOC and the Contractor remains intact with the exact same data structure. The deliverable for proof of verification will be in the form of a database comparison report with any notations of anomalies. •2. Draft Screen and Graphics Submission: Submit 12 (twelve) 3-ring binders containing 8.5" x 11" copies of draft graphic presentations of all screens described herein. Each screen shall indicate proposed graphics for each requirement as intended to be included in the final system. Each screen to include all charts, graphs, tables and other information as described. Screens can include false data for graphs. Screen shall also include all buttons and options. Include red number to identify button functions, with explanatory description on other pages. Include icon references for "Assumptions and Explanations" as described in Appendix A. •3. Backcheck Screen and Graphics Submission: Submit 12 (twelve) 3-ring binders containing 8.5" x 11" copies of draft graphic presentations of all screens described herein. Each screen shall indicate proposed graphics for each requirement as intended to be included in the final system. Each screen to include all charts, graphs, tables and other information as described. Screens can include false data for graphs. Screen shall also include all buttons and options. Include red number to identify button functions, with explanatory description on other pages. •4. Final Screen and Graphics Submission: Submit 12 (twelve) 3-ring binders containing 8.5" x 11" copies of draft graphic presentations of all screens described herein. Each screen shall indicate proposed graphics for each requirement as intended to be included in the final system. Each screen to include all charts, graphs, tables and other information as described. Screens can include false data for graphs. Screen shall also include all buttons and options. Include red number to identify button functions, with explanatory description on other pages. •5. Draft Tutorial Videos: Submit no less than 20 videos, lasting no more than 5 minutes each, no less than 30 seconds. On-line video tutorials shall consist of video of selected objective with narration to demonstrate how the user can accomplish the objective. Post videos for review by AOC. •6. Final Tutorial Videos: Submit no less than 20 videos, lasting no more than 5 minutes each, no less than 30 seconds. Database Creation: The database architecture will be created and maintained by the Contractor. The deliverable for proof of the database creation will be in the form of a report detailing structure listing all database fields, linked data fields, field type and any associated filters, sorting or formulas. Database information (or an exact up-to-date copy of the database) must reside at AOC. In all cases AOC owns all the data associated with this project, upon the end of the contract term the contractor shall provide all database information to AOC in a DVD format. At the completion of the project AOC owns the all software associated with the production and presentation of the final product. Such software shall be provided to the AOC in a DVD format. •8. Graphics Completion: The graphics represent all icons, text, charts and tables that will be displayed on the enterprise website. The deliverable for proof of the graphics completion will be in the form of real-time functioning screen displays populated with test data at the end of the beta test phase. •9. Limited Beta Website Roll-out: The limited beta website roll-out represents an internal launch to selected jurisdictional staff and building occupants for the purpose of evaluating content, appearance, graphics, navigation and calculations and providing constructive feedback on improvements to the website. The deliverable for proof of the roll-out is the actual functioning website and user evaluations. Website documentation will be developed during this time. •10. Final Deliverables: Final deliverables include final roll-out of the website along with the on-line tutorial, training sessions, lessons learned workshop and any supporting documentation. All Final documentation will be in hard copy, as well as an electronic version such as Adobe Portable Document Format (PDF). •F. Submission Dates: •1. Schedule: •a.
