Description
The U.S. Department of Agriculture, Forest Service, Olympic National Forest intends to acquire by contract: (1) engineering, natural resources, and business administration services to meet new agency requirements; and (2) engineering, natural resources, and business administration professional and technician services to meet existing agency requirements on an "as needed" basis as required by the U.S. Department of Agriculture (USDA), Forest Service, Pacific Northwest Region, Regional Office, National Forests, and Research Stations. The period of performance of this contract is 3 years from date of award. The North American Industry Classifications (NAICS) considered applicable to this contract are: 5416, Professional, Scientific, and Technical Services (Other than A/E); and 561110, Office Administrative Services. This contract specifically excludes Information Technology (IT), IT support services, and may include non Architect & Engineering professional services as required. Work will be set forth in individual Task Orders. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for HUBZone small business concerns. Offerors will be evaluated on the basis of: (1) Experience providing support services for engineering, natural resources, and business administration professional and technical skills; (2) Past Performance; and (3) Price. Experience and past performance combined, are approximately as important as price. Contract award will be to the offerors whose offer, conforming to the solicitation, is the best value to the government. During the performance period the Forest Service shall place orders totaling a minimum of $2,000.00 for each MATOC awarded; but not in excess of $2,000,000.00 during the contract period. This solicitation will be available on or about MAY 24, 2011. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
