- ELECTRIC TOOL REPAIR Subcontract Requisition Number: 24590-NP-FSR-UC13-00003 Submit Interest By: April 28, 2011 Estimated Budget: > $100,000 and <$150,000 Schedule:  Issue Request for Proposal: May 31, 2011  Award and Notice to Proceed: June 27, 2011  Start Work: July 1, 2011  All Work Complete: June 30, 2014 Safety Classification: Non-ITS Additional Characteristic: None Quality Level: CM Type of Subcontract: FIXED UNIT RATE PROJECT DESCRIPTION AND LOCATION The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is a complex of radioactive waste treatment processing facilities designed and constructed by Bechtel National, Inc. for the Department of Energy (DOE). The facility will process the Hanford Site tank waste and convert the waste into a stable glass form. The Project site is located in the 200 East Area of the Hanford Reservation near Richland, Washington, along the Columbia River. The site elevation varies from 662 to 684 feet above mean sea level. Ambient temperature range is -23 degrees F minimum to 113 degrees F maximum, with relative humidity of 5% minimum to 100% maximum. The project design life is 40 years. SCOPE OF WORK SUBCONTRACTOR shall provide all labor, supervision, a secure facility, supplies, parts and service, and transportation required to perform repairs on all electric, pneumatic, powder actuated, and small engine tools that are the property of the WTP Construction Site and Material Handling Facility (MHF). All labor, supervision, and transportation required to perform electric, pneumatic, powder actuated, and small engine repairs. Repair, to be performed at the SUBCONTRACTORS facility, of electric, pneumatic, powder actuated, and small engine repairs including: all labor, supervision, supplies, parts and service, and transportation. All repairs should be completed and returned within 10 business days after receipt, however, tools that need extensive repairs, or have a shortage of parts may be returned up to a maximum of 30 business days from receipt. SUBCONTRACTOR shall provide a warranty for all repaired tools for a period of six months of use following repairs. All tools must be returned on the same shipping notice as they were sent out. No partial shipments will be accepted. SUBCONTRACTOR shall be a Warranty Repair Authorized service center for Milwaukee Electric, Bosch, and Ridge, and provide factory authorized technicians. SUBCONTRACTOR shall provide all required tools and materials to effectively repair the tools. Certification of warranty repair authorization and certification of factory authorized technicians must be submitted with proposal and annually upon award. All repairs should be completed and returned within 10 business days after receipt, however, tools that need extensive repairs or have a shortage of parts may be returned up to a maximum of 30 business days from receipt. example, if 20 tools were issued to the subcontractor for repair the same 20 tools would be returned. Partial shipments will not be accepted. This is for accountability purposes. Subcontractor shall provide a warranty for all repaired tools for a period of six months of use following repair. All non-repairable tools will be returned complete with identification such as WTP barcode or serial number. Tool Repairs shall not exceed 50% of cost of new tool as established by contractor; exceptions are on a case-by-case basis in writing. Each repaired tool is to have a detailed repair work order included with all invoices. That work order shall include the WTP Barcode, Serial Number, Model Number and Make. SUBCONTRACTOR technicians must be authorized by Milwaukee Electric, Bosch and Ridge to perform repairs on said equipment. QUALITY ASSURANCE (QA) REQUIREMENTS Programmatic Quality Assurance requirements for subcontracts performed in the WTP Jobsite will be "NP" (non permanent or temporary work, generally no QA Program required), "CM" (commercial quality based the requirements in DOE Order 414.1C), or "QL" (nuclear level quality based on the requirements in ASME NQA-1 2000). Bechtel may require, as an element of bidder pre-qualification, submission of a representative sample QA Program or Table of Contents copy. For QL subcontracts, the successful bidder's QA Program must be approved prior to award of the subcontract.
