Description
The Regional Mission for Ukraine, Moldova, and Belarus (hereinafter referred to as USAID) intends to issue a Request for Proposal (RFP) for the four-year Rule of Law Institutional Strengthening Program to strengthen the institutional capacity, transparency and accountability of key justice sector institutions in order to guarantee the independence and increase the effectiveness and professionalism of the judiciary. The Rule of Law Institutional Strengthening Program will lead to (1) a more effective, transparent and accountable Moldovan judiciary through a strengthened capacity of the Superior Council of Magistrates (SCM) and the Department of Judicial Administration (DJA); (2) improved professional judicial and prosecutorial cadre through an enhanced institutional and operational capacity of the National Institute of Justice; and (3) improved public legal awareness and increased capacity of civil society organizations to monitor and advocate for justice sector reform. Component one of the program will support the development of the SCM's capacity to effectively oversee the work of the courts and become the main policy-making authority for the judiciary. The activities under this component will introduce modern principles and practices of court administration, will complete the transition from paper to a fully automated judicial system, and assist with the development of performance based monitoring and budgeting of the judiciary. This effort will bring together improved systems, modern technology, and competent human resources. Component two will improve the capacity of the NIJ to deliver high quality training to judges and other members of the judiciary such as court clerks, secretaries, and court administrators. The program will support the NIJ in identifying the areas of greatest need for training the judicial cadre, and support the NIJ with curriculum development and course organization. Activities under component three will support the development of existing legal advocacy groups in assuming a more proactive role in monitoring and advocating for justice sector reform. Activities will also focus on the average citizen and his rights, as well as the tools available to better protect these rights and to hold the judiciary accountable to the law.
