Description
The Naval Sea Systems Command intends to procure Engine Controllers (EC) on a firm-fixed price (FFP) basis as part of the DDG-51 Ship Class DDG Modernization program and the DDG-51 new construction program. Each EC shall include all specified hardware necessary to replace existing engine controllers aboard in-service DDGs and electronically interface with the gas turbine module (GTM) for control and monitoring. The EC shall be capable of meeting American Bureau of Shipbuilding (ABS) Naval Vessel Rules (NVR) requirements for ECs, and shall be designed to limit the impact to the existing in-service ship cable plant, power and cooling systems and limit the duration of ship down time for installation. This procurement will include a basic requirement to show that the units will pass qualification requirements either by testing or proof of prior testing, provide data and provide production options for up to 35 shipsets (4 ECs per shipset) and 3 landbased site sets of equipment. This synopsis is being posted to both the Federal Business Opportunities (FBO) site at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Offerors may utilize either site to access information posted by the Naval Sea Systems Command. Some technical specifications to this solicitation include a Distribution Statement D marking, meaning access is restricted to DOD and DOD contractors only. These documents will be accessible through a TDP link in the solicitation. In order to control access to these documents, FBO registration will be required by interested parties. No industry day is planned for this procurement. The government intends to release a solicitation within 90 days. This will be an unrestricted competitive solicitation. All inquiries should be emailed to John Lee, john.lee7@navy.mil, 202-781-4904.
