Description
The Federal Bureau of Investigation (FBI) has a requirement for Computer Simulation Development and Training Support as described in Attachment 1 - Statement of Work (SOW). This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the attached Request for Quotations (RFQ) and Statement of Work (SOW). This is a simplified acquisition for commercial services conducted under the policies and procedures of FAR Parts 12 and 13. This announcement and attachments constitute the only solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51, Effective 02 May 2011. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The solicitation number is RFQ# TD1091603 and shall be referenced on all quotations. The following commercial item FAR clauses are included in the RFQ: 52.212-1, Instructions to Offerors - Commercial Items (including addenda); 52.212-2, Evaluation - Commercial Items. Award will be made to the responsible offeror whose quotation is considered to be most advantageous to the Government, considering price, technical capability, staffing approach, and past performance; 52.212-3, Offeror Representations and Certifications - Commercial Items. All offerors and prospective contractors must be registered on the online Representative and Certification Application (ORCA) website at http://orca.bpn.gov or must provide a completed copy of 52.212-3 along with their quotations; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Please carefully review the RFQ for information about requirements and instructions for submitting a quotation. Quotations and questions will be accepted via electronic mail only to david.smithbcb03@ic.fbi.gov. Questions are due by 1:00 pm EST, Monday, May 16, 2011. During the period May 6 - 13, 2011, please send questions to James.McMahon@ic.fbi.gov, or Melissa.Glasco@ic.fbi.gov. Telephone calls will not be accepted. Quotations are due by 1:00 pm EST, Monday, June 6, 2011. Please reference solicitation# TD1091603 in all correspondence.
