Description
The U.S. Office of Personnel Management (OPM), Chief Information Officer/Operation Technology Management/Network Management (CIO/OTM/NM) provides support to the Office of Personnel Management (OPM) by managing and operating OPM's IT infrastructure including personal computers/ workstations, local and wide area networks and data communications, and designing, developing, and maintaining application systems in support of program offices and e-Government projects. OPM intends to issue a non-competitive award that will result in a Purchase Order to AT & T Southeast, located at 2180 Lake Blvd, Atlanta, GA 30319. The period of performance for this Purchase Order will be from the date of award through September 30, 2011. The nature of this effort requires a contractor to provide OC3 SMARTRing service in support of OC3 circuits installed at OPM's Macon, GA site. The SMARTRing works as a router in conjunction with the OC3 circuits and has been in place for approximately 15 years. AT&T is currently fulfilling CIO's requirement for OC3 SMARTRing service in support of OC3 circuits installed at OPM's Macon, GA site. To remove the current SMARTRing and introduce another device into our current environment would threaten the stability of the OPM Network configuration. In addition, the cost to remove the SMARTRing and install another routing device would outweigh the cost of continued service with AT&T. Therefore, AT&T is the only vendor who has the ability to perform these services. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 13.106-1 (b) (1) - For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued; therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Vito F. Bertucci at vito.bertucci@opm.gov. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the Central Contractor Registration (CCR) database prior to execution of award. If no competitive responses are received, an award will be made to AT & T.
