Description
This project involves the extensive renovation of an existing courtroom and hearing room at the Federal Building & U.S. Courthouse in Dayton, OH. The scope of work includes, but is not limited to, demolition, wall and ceiling constructions, MEP systems, millwork, and new floor and wall finishes. Work also consists of constructing a new A/V Room, Janitor Closet, Electrical Closet and Courtroom Rep. Office. Asbestos may be present within the project area in the form of adhesive at wood wall paneling and ductwork insulation hard joints. The project has two (2) phases. Phase One will consist of all demolition and construction required for the Audio Visual room including the extension and switchover of Courtroom 1 AV equipment to this room. Courtroom 1 shall remain operational at all times during phase one sequences. An HVAC unit will be installed in the A/V Room during Phase One. Phase Two consists of all remaining work. New work includes, but is not limited to, new partitions, doors, ceilings, lighting, electrical, sprinklers, and ductwork throughout. Floor finishes include carpeting in the hearing room, courtroom and offices and resilient tile in the janitor closet and audio visual room. Wall finishes vary and will include painted drywall in corridor/janitor closet/audio visual/and soundlock areas; fabric wall covering in courtroom and corridor areas, and stretched fabric wall systems in hearing room. A back up HVAC unit will be installed at this time. Courtroom 1 shall remain operational during Phase Two. The millwork required is extensive and includes wall paneling and wainscots, doors and frames, cabinets, benches, jury box, rails, raised platforms and the salvage, removal, rework and reinstall of existing benches. Additionally, there is a requirement for concealed fiberglass ballistic armor at Judges' Bench and Law Clerk's Bench. The millwork must be installed per Architectural Woodwork Institute (AWI) Architectural Woodwork Standards. The contract completion time for this project is three hundred (300) calendar days from receipt of notice to proceed. The estimated cost range is between $1 million and $5 million. This is a negotiated, best value procurement. The contractor is to provide all management, supervision, manpower, equipment and supplies necessary for this project. The proposed contract is being solicited as a Small Business Set Aside. The North American Industry Classification System (NAICS) code for this procurement is 236220 with an average gross revenue of $33.5 million for the last three (3) years. The Request for Proposal will be issued on or about May 16, 2011. The solicitation cited above can only be obtained by accessing a secure website knows as FedBizOpps (Federal Business Opportunities). This is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as the Central Contractor Registration (CCR) database, and is available for use by all Federal agencies. In order to obtain information from FedBizOpps, you will first be required to register with CCR. The Central Contractor Registration database is part of the Business Partner Network, an e-gov initiative, and will be used to validate vendor identity. Effective October 1, 2003, all government contractors must be registered in CCR prior to receiving an award. You may access CCR at the following URL: http://www.bpn.gov. Once you have registered with CCR you will be required to register with FedBizOpps. No federal materials can be downloaded until you have registered under both sites. You may access FedBizOpps via the following URL: http://www.Fedbizopps.gov. At a minimum all vendors must supply the following information: Your Company's Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN) (You can get this from your company's CCR point of contact.), DUNS number or CAGE Code (Contact Dun & Bradstreet at 1-800-333-0505 if you do not have a D&B number), telephone number, and your email address. Any questions regarding this notification should be directed to the Contract Specialist whose name appears herein. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendments, if any, to the solicitation.
