- United States Department of Agriculture- United States Forest Service - Request for Information - Helicopter Purchase RFI #SN-2011-05 May 4, 2011 The United States Forest Service (USFS), Incident Support Branch is issuing this Request for Information (RFI) as part of a market research and for information gathering purposes for the potential purchase of one (1) to two (2) identically configured helicopters of the same make and model. The USFS is seeking specific cost and capability performance information for the purchase of up to two (2) helicopters. Information sought includes cost per operating hour, maintenance costs, and other major pertinent operating costs. Costs submitted in response to this RFI shall include the purchase price of up to two (2) helicopters meeting the minimum aircraft requirements as stated herein. Interested parties shall provide a response statement addressing each of the requirements identified. In addition to information provided as to technical capabilities, interested parties shall provide their Points of Contact, Dun and Bradstreet (DUNS) Number, and your Small Business Classification. If you are a large business identify that you are classified as a large business. The NAICS code for this is 336411, Aircraft Manufacturing. This synopsis is for market research purposes only and IS NOT a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. This RFI is for planning purposes only and shall not be construed as an RFP or as a decision or obligation on the part of the Government to acquire any products or services. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Scope of Work The USFS is conducting Market Research of the practicability to purchase, and to identify operational costs, for up to two identically configured utility helicopters of the same make and model per the Minimum Aircraft Requirements cited below. The helicopters will be operating in Natural Resource field environments and may conduct activities such as water dropping, night flying, aerial ignition, external cargo, etc. Submittal of Information Submit responses, for delivery no later than COB May 19, 2011, to: fgomez@fs.fed.us or Frank Gomez, US Forest Service, Contracting Stop #1100, 3833 S. Development Ave., Boise, ID, 83705. Information submitted in response to this RFI shall be organized in a professional manner and shall reference RFI # SN-2011-05. Minimum Aircraft Requirements  New or Used Helicopters may be proposed. o Used Helicopters are limited to less than three years old and fewer than 200 total time airframe and engine hours o No significant damage history, to include but not limited to engine and/or corrosion o All maintenance records; originals in English (if used) o Helicopter Maintenance tracking system (req'd if new)  Target Payload -1,200 pounds @ 7,000', 20C, with standard pilot weight of 200 pounds and fuel for one hour and 30 minutes  Factory warranty (transferrable if used)  Standard Category o 133,135,137 Certification capable o FAR 27 or 29 Certified Current Production  Interior to be configured as Utility version (i.e. seats, sound proofing, non-carpeted, etc.)  Delivery of aircraft: Minimum delivery time after contract award.  Submit all HIGE, HOGE, WAT, and all applicable Supplemental Performance charts for aircraft(s) proposed.  Provide basic aircraft equipment list with weight, arm and moment  Identify and provide Manufacturers phased maintenance program  Provide Overhaul schedule and component time life limits  Certificated for left and right seat pilot operations Equipment When installed, all items specified below shall meet one of the following requirements: a. An OEM installation b. Supplemental Type Certificate c. Approval for installation by an FAA form 8110-3 with all DER supporting engineering substantiation documentation attached d. Field-approved for installation with supporting FAA Form 8110-3 and all DER supporting engineering substantiation documentation attached Standard Equipment-External  FAA approved wire strike protection kit  FAA-approved tank and ground-fill and snorkel system, sized commensurate with lifting capability. Tank manufactured with an opening that allows use of the cargo hook for external load operations while the tank is attached.  12" minimum ground clearance from lowest point of tank and ground surface.  Reserve Bucket - size commensurate with A/C performance at 7000 feet density altitude  Cargo Hook - Keeperless hook  Dual Convex Mirrors for observation of external loads and landing gear  External PA System with Siren capability  High intensity conspicuity light  Particle separator filter systems  FAA-Approved Locking Gas Cap Standard Equipment-Internal Electronics  GPS W/Moving Map Display - WAAS IFR approved for enroute and approach; XM weather interfaced.  Radar altimeter  2 - Cockpit mounted P-25 Digital VHF-FM Radios  2 - Cockpit mounted 760 Channel VHF-AM Radios  2 Cockpit and 1 Aft Cabin Audio Control System w/ individual volume controls  Intercommunication System for (ICS) for all passenger seats. The aft exit passenger positions shall be equipped with ICS, PTT, switch-mounted on a cord to the earphone/microphone connector.  Automated Flight Following - acceptable with USFS website www.aff.gov  Traffic Collision Avoidance System  Terrain Avoidance Warning System with visual display and audio mute capability.  Fuel flow totalizer system  Engine exceedance monitoring system  Emergency Locator Transmitter - TSO 126 w/ navigation interface  Cockpit voice recorder  Transponder, Mode S  VOR / with glide Slope  Marker beacon Cabin Configuration (Utility)  All A/C Shall have a compliment of 9 Passenger seats installed; energy-attenuating troop seats (TSO C39b Type IV or TSO C127a Type B)  Minimum of 15 cubic feet of internal Cargo Space  FAA Approved Internal Cargo Net  FAA approved cargo straps  FAA approved Floor Protection in Cargo Areas  Vertical reference visual capability such as cockpit bubble windows  Heater/defogging system  Aircraft hour meter, (records actual flight hours, squat or collective switch) Additional Equipment Weight, Arm, Moment and cost of each additional equipment item along with the empty weight of the basic aircraft are required for these Additional Equipment items.  Instrument Flight Rules Certified  Aircraft OEM-approved or Supplemental Type Certificate (STC) installation of TSO C164 and AC-29-2C MG 16 compliant Generation III NVIS 9 goggles with NVG compatible aircraft interior and exterior lighting.  Searchlight: Gimbaled Night illumination system w/IR filter capability  Synthetic vision primary flight display  Infrared system similar to FLIR- capable of satellite downlink for intelligence gathering  Hoist provisions  Internal Rescue Hoist with lifting capacity greater than or equal to 600 lbs  Dual lock security (electrically or mechanically disabled by two independent security system whenever the aircraft is unattended).  Closed Circuit Fueling System  Kit for Disposal of Fuel during Start-up/Shut-down  High Visibility Paint on Rotors  FS paint scheme will be required  Engine wash kit  Snow Pad kit
