- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Dahlgren Division, Naval Surface Warfare Center (NSWCDD), intends to purchase on a sole source basis tuition and fees for the Fall 2011, Spring 2012, and Summer 2012 semesters at the University of Mary Washington, 1301 College Avenue, Fredericksburg, VA. This requirement is sole source as it will fund payment for NSWCDD students pursuing undergraduate and graduate degrees. Award is to be made under simplified acquisition procedures in accordance with FAR 13 as a Firm Fixed Price purchase order. FOB Destination shall apply. The North American Industry Classification System (NAICS) Code is 611310 with a size standard of $6.0 Mil. THIS ANNOUNCEMENT CONSTITUTES THE ONLY REQUEST FOR QUOTATION, AS ALL ITEMS ARE SPECIFIFED UNDER THIS NOTICE AND A WRITTEN SOLICIATION WILL NOT BE ISSUED. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment offices may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor ™s EFT information contained in the CCR database. This synopsis will close on 24 May 2011 at 2:00 PM ET.
