Description
This synopsis is being posted to the Federal Business Opportunities(FBO) website located at http://www.fbo.gov, the NavyElectronic Commerce on Line (NECO) website located athttps://www.neco.navy.mil/, and the Naval Surface Warfare Center, CraneDivision, Acquisition website located athttp://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is theprimary point of entry to be used when access to synopses and solicitationsfrom the World Wide Web is required. However, the NECO webpage as well asthe Naval Surface Warfare Center, Crane Division, Acquisition webpage serveas alternatives if the FBO website is unavailable. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY ISAVAILABLE ONLY TO CONTRACTORS UNDER N00164-07-D-8W05 The Naval Surface Warfare Center, Crane Division intends to issue amodification to increase the period of performance and ceiling on anexisting Indefinite Delivery/Indefinite Quantity (IDIQ) contract currentlyheld by Northrop Grumman Systems Corporation, 600 Grumman RD West, BethpageNY 11714-5000. The extension will cover a three year period. Specifically the governmentintends to increase CLIN 0001 (Production of Electronic SurveillanceEnhancement ESEs) from 135 units to 195 units while incorporating anadditional 17 ESE unit upgrades (CLIN 0002). Support CLINs (i.e.modifications, spares, repairs, test & evaluation) will also includeceiling increases to provide for these requirement additions. Delivery willbe FOB destination. The non-commercial solicitation will be issued usingother than full and open competition to Northrop Grumman IAW FAR 6.302 andstatutory authority 10 U.S.C. 2304(c)(1). The basis for restrictingcompetition is the proprietary nature of the technical data for the systemresulting in a lack of drawings and specifications, in addition toduplicative costs and time that would be required to reverse engineer thesystem. The proposed IDIQ extension and ceiling increase is for ElectronicSurveillance Enhancements (ESEs) for which the Government intends to solicitand negotiate with only one source, Northrop Grumman, under authority 10U.S.C. 2304(c)(1) as implemented by FAR 6.302-1.
