- The Regional Contracting Center - Americas, 410th Contracting Support Brigade (CSB) intends to award a Firm Fixed Price contract for construction of a new clinic and other infrastructures in the Playa Muerto community, Chepigana District, Darien Province-Panama. The Contractor shall furnish all management, supervision, labor, equipment, material, transportation, and supplies required to construct the new clinic, storage buildings, water storage tank, septic tank system, perimeter fence, incinerator and other infrastructures to complete project. The project includes, footer, slab, walls, roof, ramp, sidewalk, plumbing, sewer, electrical, restrooms, painting exterior and interior walls, carpentry, furnishing, perimeter fence, storage tank, water tower, incinerator, and septic tank. The work within this contract shall comply with all applicable construction country codes. Place of Performance: Project location is in the Playa Muerto community, Corregimiento Pi a, Chepigana District, Darien Province-Panama. Coordinates for this location are N07 53' 44" and W78 22' 24". Due to the close proximity of this project to the border with Colombia and the location being a high risk area, recommend that all interested sources, both local and U.S. check the U.S. State Department travel advisory website for any travel advisory information for that location. Contract Information: The award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) best value acquisition which will be cited in the solicitation. The period of performance of this contract is based on 180 calendar days from the date of the award. The resulting contract type shall be firm fixed price. The estimated construction cost for this project is between $250,000.00 and $500,000 dollars. Site Visit: An organized site visit will be scheduled after the solicitation is posted (scheduled site visit date and time is pending). Access to this work site is limited. Only two flights per week are available from Panama City to the closest airport near the site visit location and follow-on transportation to Playa Muerto-Darien is only by watercraft. Obtaining the Solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from the FedBizOpps website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 18 May 2011. CCR/FBO Registration: Potential offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to this solicitation. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) at web site http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Availability of Funds: Funds are not presently available for this project. The Governments obligation under this contract is contingent upon availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor received notice of such availability, to be confirmed in writing by the Contracting Officer. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Panama, the offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
