- The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive solicitation in the May 2011 timeframe for Landing Craft, Air Cushion (LCAC) Service Life Extension Program (SLEP). LCAC SLEP will extend the service life of LCAC, sustain/enhance craft capability, replace obsolete electronics, repair corrosion damage, reduce life cycle cost by improving reliability and maintainability, increase survivability, and establish a common configuration baseline. For administrative purposes, two contracts will be awarded to one Offeror. One contract will be performed at the Joint Expeditionary Base Little Creek-Fort Story, Virginia Beach, VA at Assault Craft Unit 4 (ACU 4) and the other contract will be performed at the Marine Corps Base, Camp Pendleton, CA at Assault Craft Unit 5 (ACU 5). Each contract will be assigned its own administrative office. The solicitation includes a base of three craft with a latest delivery date of 19 April 2013. The solicitation includes options for up to five additional craft with a latest delivery date, if all options are exercised, of 04 January 2014. The solicitation will also include an Option Work Package for each craft, as well as additional labor and material requirements for change orders. All responsible sources may submit a proposal for consideration. The LCAC SLEP effort is to be performed in accordance with Government prepared specifications, drawings and craft specific work items. Offerors are not restricted to Master Ship Repair Agreement or Agreement for Boat Repair holders. This synopsis, any future synopses, the Request for Proposals (RFP) and any Amendments will be posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce On-Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NAVSEA. Immediately following the release of the formal solicitation, the LCAC SLEP Technical Data Package (TDP), Attachment J-1 to the prospective RFP, will be made available to the Offerors by mail upon request. Details will be provided in any resulting solicitation. This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a solicitation is issued in the future, it will be announced via FBO/NECO and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not an RFP or a promise to issue an RFP and this information is subject to modification and in no way binds the Government to award a contract.
