Description
The Federal Energy Regulatory Commission (FERC) intends to negotiate a sole source acquisition with Gas Technology Institute (GTI). This procurement is being conducted under Simplified Acquisition Procedures (SAP); FAR 13.106-1(b). This procurement action will result in a firm-fixed price purchase order. THIS IS NOT A REQUEST FOR QUOTATION. ETI is the only source that can provide the following: • A general overview of how the natural gas production, transportation and distribution processes are affected by cold weather. • A description and explanation of natural gas wellhead freezing, including a detailed description of how the process occurs and how it has historically affected production in the Southwest region; • A description of particular characteristics of gas production in the Southwest region (including the San Juan basin, the Permian basin, the Fort Worth basin, and the Gulf Coast), including gas composition (including water content) and treatment and processing procedures; • Techniques available to prevent or treat wellhead freezing, including winterization preparations and economic and environmental issues associated with those techniques; • Problems associated with natural gas production and distribution during extreme cold weather events; • An explanation of how the loss of purchased electrical power can affect natural gas production and distribution; • An evaluation of production practices in the Southwest region during early February 2011, in light of industry standards for cold weather production. No solicitation document is available. The FERC will consider all affirmative responses received no later than 7 days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show how it would be advantageous to the Government to switch providers for this requirement. A request for information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to ETI. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
