Description
This is a SOURCES SOUGHT SYNOPSIS only. No proposals are being requested or accepted with this synopsis. The purpose of this sources sought synopsis is to determine the availability of qualified Contractors to include Small Businesses, 8(a), HUBZone Certified and Service Disabled Veteran Owned Small Businesses. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 813920, Professional Organizations. The Small Business Size Standard is $7 Million. The U.S. Army Corps of Engineers (USACE) has identified a requirement to conduct capability assessments of all districts, divisions, and headquarters to provide a baseline against which improvement efforts and the success of investments will be measured. The USACE is requesting the standards and assessment components of the Emergency Management Accreditation Program (EMAP) be used for this purpose. The Statement of Work follows: Background/Statement of Need In 2003, Emergency Management Accreditation Program (EMAP) began a successful effort on behalf of Federal Emergency Management Agency (FEMA) to assess state programs against a comprehensive, collaborately-developed standard. The resulting EMAP Standard, although not easy to achieve, has received tremendous support from states and the federal government as the standards represented program goals that government stakeholders agreed to aspire to achieve. The subsequent EMAP baseline assessments of states gave a snapshot for states to gauge their preparedness capabilities against the set standards. EMAP is a voluntary assessment and accreditation process for government emergency management programs, based on documentation and verification of compliance with collaboratively developed national standards. The EMAP process includes self-assessment, on-site assessment and findings by a team of trained and experienced emergency managers resulting in an assessment report detailing findings. EMAP is a non-profit organization headquartered in Lexington, KY. EMAP is an affiliate organization of The Council of State Governments. The United States Army Corps of Engineers (USACE) has identified a requirement to conduct capability assessments of all districts, divisions, and headquarters to provide a baseline against which improvement efforts and the success of investments will be measured. USACE has requested that the standards and assessment components of EMAP be used for this purpose. Proposed Statement of Work There is a need for comprehensive assessment program that is based on existing Emergency Management Standard and assessment processes and assesses all levels of emergency management within the USACE. EMAP would conduct assessments of all districts, divisions and headquarters (n=38) to serve as a baseline capability assessment of each program as a foundation for structuring and monitoring improvement efforts over the next several years. The assessments would employ the subscription, application, self-assessment, on-site assessment, assessment report and Program Review Committee steps of the EMAP process and Commission decision on accreditation if a program chooses to pursue. In addition, each assessment report would be provided to USACE headquarters to track progress over time with compliance. Proposed Scope of Work Regional Workshops EMAP recognizes that training and education are keys to success in building emergency management programs. EMAP proposes to provide assessor training and accreditation manager orientation to USACE personnel to increase the assessor cadre to manage the on-site assessments and instruct personnel regarding the roles and responsibilities of accreditation managers and the EMAP process. EMAP will hold these trainings as regional workshops completely four (n=4) in year one and then an additional two (n=2) each following year.2 Capability Assessment Program EMAP will capture assessment data for future analysis and reporting and will provide detailed assessment and analysis reports to USACE headquarters at the end of each year of the agreement. Each program will receive an assessment report for consideration of potential accreditation effort. The total number of programs equate to 38 with the reports to be delivered at the end of each year during the life of the contract, i.,e, if 8 USACE EM programs are evaluated during year, then 8 separate reports and analysis will be delivered by the end of the that program year. Governance and Administration EMAP is governed by a ten (10)-member Board of Directors, of which members are appointed by the National Emergency Management Association (NEMA) and the International Association of Emergency Managers (IAEM). The following are the current requirements for the administrative and governance structure of EMAP: Program Advisory Workgroup: The Program Advisory Workgroup is the implementation and support team composed of USACE and EMAP key personnel. The Workgroup will provide clear definition of all EMAP standards as it pertains to the project and will develop specific guidelines and resources for assessing each standard by programs and assessors. The Workgroup will also provide guidance on particular training guidelines as it relates to the standards and assessment methodology of the programs. The Workgroup will meet four (n=4) times a year and periodically throughout the year virtually. EMAP Program Review Committee: The Program Review Committee is responsible for considering programs being presented for accreditation, using assessment reports prepared by the assessor teams, and making recommendations regarding accreditation status. The committee meets three (3) times a year. Funding would be utilized to support a portion of the committee. EMAP Administration: Funding would be utilized to support a portion of 1.15 Full Time Employees. EMAP staff positions have been funded in the past through grants from FEMA and other organizations. With the additional work items, EMAP would maintain the current Executive Director and Projects Coordinator and will devote a full time Projects Assistant to the USACE project. These positions will be critical to the development of the training curriculum and programs, administration of the Program Advisory Workgroup activities, assessment activities and reporting and committee staffing. Deliverables Access to the EMAP Online Assessment Tool linking national priorities, policies, and grant guidance documents for all divisions, districts and headquarters. Baseline assessment data for divisions, districts and headquarters- year one (n=4) The first year would provide for a baseline assessment of HQUSACE, 1 Division, and 2 Districts. Roll-up assessment data and report for headquarters usage. Alignment of all emergency management programs under one set of standards. Establishment of subject matter expertise cadre within USACE during the base year that will include a cadre of 4-6 USACE personnel that will be trained and available to assist in assessments. Enhanced and increased training programs based on standards. EMAP participation in briefings and training workshops. EMAP resource materials for key stakeholders. Full time robust EMAP administration and governance dedicated to the program including the Program Advisory Workgroup. Program Performance Period A 5 year contract is anticipated including the Base Year and four (4) one year options.
