Description
Program Manager Training Devices (PM TRADE), in support of the Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), is soliciting industry feedback for the requirement to procure the Force-On-Target (FOT) Battlefield Effects Simulators (BES) II system with associated equipment, initial spares, New Equipment Training (NET), and installation support for the following range systems: Remote Target System/Enhanced Remote Target System RETS/ERETS, New Generation Army Targetry System (NGATS), Non-Instrumented (Small Arms), and Instrumented Ranges (Digital Range Training System (DRTS). Only the FOT Launchers and associated components will be procured via this contract vehicle as the pyrotechnic cartridges are procured under a separate Government contract vehicle by U.S. Army, Army Contracting Command, Joint Munitions and Lethality Contracting Center, Picatinny Arsenal, NJ on behalf of the Project Manager for Close Combat Systems (PMCCS). The FOT system will be used in day and night range exercises for visual and acoustic target recognition at stationary range positions with a target mechanism (lifter) or mounted on a moving target platform. The system is to be designed to produce a flash/bang and smoke signature which simulates/replicates a large caliber weapon fire of a hostile threat and/or an impact round on an armor target. The FOT device shall ensure the incorporation of the M34 (LA54) (Hostile Fire) Cartridges and M35 (LA53) (Target Hit) Cartridges. The following requirements documents are posted for industry review and comment: (1) DRAFT V5 SOW (2) DRAFT V1.3 Performance Specification (3) DRAFT ICD (4) DRAFT Interface Drawing (5)DRAFT CLIN Structure ACQUISITION APPROACH: The Government intends to award a Single Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Firm Fixed Price Line Items. Award will be made under full and open competition on a Best Value basis utilizing Trade-off procedures. The ordering period for this effort is expected to be five years with a three year base period and two options for one year each. The tentative timeframe for RFP release is fourth quarter FY11 and award is anticipated to be made in second/third quarter FY12 with an ordering ceiling of approximately $35M. The Government intends to announce an opportunity for interested parties to attend an industry day to facilitate increased contractor participation and facilitate questions as a result of this posting of draft documents. The announcement will be forthcoming as more details become available. The NAICS code for this procurement will be 333319. QUANTITIES: The Government anticipates the requirements for FY12 to be approximately 200 BES units. It is anticipated that the Government will receive delivery of up to 1200 or more BES systems with associated equipment, initial spares, New Equipment Training (NET), and installation support for the Fiscal Years of 2012-2016. It is the desire of PEO STRI that all systems have a configuration that has received safety confirmation and a material release approval, (Material Released (MR)) for a training device using pyrotechnic cartridges, in accordance with Army Regulation (AR) 70-1, Army Acquisition Policy dated 31 December 2003, AR 700-142, Type Classification, Material Release, Fielding, and Transfer dated 26 March 2008, and AR 350-38 Training Device Policies and Management dated 15 October 1993. RESPONSES REQUESTED: Interested parties are asked to submit questions or comments on the DRAFT documents posted. Please provide the Contractor name in your response with business size and Point of Contact information. Industry is also asked to describe the probability of receiving a production unit within 4 to 6 months of award and any issues that may be related. In the case that 4 to 6 months is not a reasonable timeframe for a first production unit delivery, please provide estimation from contract award of how soon the Government can anticipate receiving a production unit and explain any possible related issues. This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement.
