Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Physik Instrumente (PI) of Auburn, Massachusetts, for the purchase of a XY and Z Scanner System to be used by the Center for Nanoscale Science and Technology, at NIST, Gaithersburg, Maryland ***NIST cites FAR 6.302-1(a)(ii)(A) and (B) (see excerpt below) as primary rationale for Sole Source Determination. (ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in - (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C.2304(d)(1)(B) or U.S.C.253(d)(1)(B). ***** Sole source determination is based on the need for an XY and Z Scanner System (see below for the minimum specifications). This XY and Z scanner system will be the core of a NIST custom built, high speed atomic force microscope. NIST currently owns a nanopositioning stage with control electronics from PI for a similar instrument without the thermal characterization feature. Since NIST requires standardization measurements, it is crucial that there be multiple identical instruments on hand should a failure of at least one part occurs. PI has developed a proprietary software library for commanding the motion of their nanopositioning stages, called the General Command Set (GCS). The scanning software and technology transfer must be interchangeable with the existing system. PI is the only known vendor capable in providing the required XY and Z Scanner System. Minimum Specifications 1. Includes one (1) two-axis (xy) piezoelectric nanopositioning stage with the following additional specifications: - Includes closed and open loop nanopositioning along x and y axes. - Includes equal to or more than (30 x 30) sq micrometer closed loop xy positioning and scanning range. - Includes integrated capacitive sensors with equal to and less than 0.1 nm sensor resolution. - Equal to or less than 0.03 % linearity in positioning along x and y axes. - Equal to or less than 2 nm repeatability in positioning along x and y axes - Equal to or more than 20 N/micrometer stiffness along x and y axes. - Equal to or more than 2.2 kHz unloaded resonant frequency along x and y axes. - Equal to or less than 6.2 microfarad electrical capacitance in x and y. - Includes the following xy scanner dimensions: Equal to or more than 5 cm central aperture, 10 cm length in x and y, Equal to or less than 2.5 cm height (in z). 2. Includes one (1) single axis (z) vertical stage with the following additional specifications: - Includes closed and open loop nanopositioning along the z axis. - Includes Equal to or more than 12 micrometer closed loop positioning and scanning range. - Includes integrated capacitive sensors with Equal to or less than 0.05 nm sensor resolution. - Equal to or less than 0.03 % linearity in positioning along x and y axes. - Equal to or less than 1 nm repeatability in positioning along x and y axes - Equal to or more than 40 N/micrometer stiffness along the z axis. - Equal to or more than 5.6 kHz unloaded resonant frequency along the z axis. - Equal to or less than 1.5 microfarad electrical capacitance. - Includes z scanner dimensions of approximately 4.5 cm height x 3 cm width x 1.5 cm length. 3. Includes an analog piezo controller with the following additional specifications: - Includes 19" rack mountable modular chassis. - Includes three (3) analog power amplifier modules (channels) to control all three axes of the scanner. - Each amplifier module supplies Equal to or more than 30 W average power and Equal to or more than 200 W peak power for Equal to or less than 5 ms, with less than 1 Vrms noise (over a bandwidth of DC to 100 kHz). - The amplifier bandwidth is DC to Equal to or more than 400 Hz at 70.7 % of the maximum output amplitude for x and y scan directions (6.2 microfarad); and DC to Equal to or more than 1 kHz for z (1.5 microfarad); amplitude versus frequency plots are required for demonstration of this specification. - Includes three (3) sensor control modules for capacitive sensors. - Includes analog piezo inputs and sensor outputs on each channel (i.e., 3 ins and 3 outs). - Includes one (1) interface and display module with 24-bit digital to analog (D/A) conversion for the three (3) channels and USB 2.0. 4. Includes all cabling necessary for the compatible operation of the xy and z scanner system. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor's commercial schedule. *** *** As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 334516. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by May 19, 2011 will be considered by the Government.
