Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Illumina, Inc., 9885 Towne Centre Drive, San Diego, CA 92121-1975 for the acquisition of Illumina bead chips. Illumina bead chips are designed to be used with the existing Illumina Instrument System that is located at EPA and cannot be utilized with any other existing fluorescent scanner because of unique chip design. These bead chips are sold only through Illumina. Future experiments will generate data to be compared with existing Illumina data sets at the EPA. Consistency in platform compared is critical to the genomic scientific mission. The research application of Illumina bead chips requires that the chips be scanner on the Ilumina HiScan scanner. The image is displayed on a screen connected to the scanner and analog software generates a density number for each gene, to be used in the analysis. This resource of detailed analys is as well as technical support provided by the supplier is deemed critical to establishing the use of technology in EPAs laboratories and adapting the analysis protocols to specific research applications. EPA has identified Illumina, Inc., the only vendor capable of satisfy the requirement. The circumstance permitting is FAR 6.301-1, only one responsible source. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
