- The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake intends to procure on a full and open competition basis Fluid Inclusion Stratigraphic (FIS) Analysis. The resulting contract will be a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) for a period of three (3) years. The contractor shall provide firm fixed pricing for FIS analysis, data interpretation and presentation for six existing geothermal test holes in two prospect areas, with an option for up to nine additional test holes in four additional project areas. The contractor shall provide fluid inclusion gas analysis of chip and/or core samples; data interpretation and creation of FIS stratigraphic columns for each test hole and three “dimensional (3D) integration of all FIS for all test holes in prospect area; integration of the resulting FIS data with other test hole geological and geophysical data and workshop presentation in accordance with the Statement of Work (SOW). The Government will provide the samples for analysis. No site visits to prospect filed areas will be required. The work shall consist of Task One) Rock sampling and Fluid Inclusion Gas Analysis; Task Two) Test hole by Test hole Data Analysis, Creation of FIS Stratigraphic Columns and Interpretation; Task 3) 3D FIS Modeling of the Geothermal System and Fence Diagrams; and Task 4) Fluid Inclusion Stratigraphy Workshop. The workshop shall be presented at Naval Air Weapons Station (NAWS) China Lake, CA at the GPO office and shall be conducted with oral delivery of task order 0001 competition and final prospect report. There may be a workshop required in year two and/or year three. The SOW and additional information will be provided with the Request for Proposal (RFP) on or about 18 May 2011. Prospective contractors may access/download the RFP at Navy Electronic Commerce Online (NECO) website http://www.neco.navy.mil and the Federal Business Opportunities (FBO) website http://vsearch2.eps.gov/serviet/searchservlet. The solicitation will close on or about 17 June 2011 with an award on or about 23 August 2011. The Department of Defense (DoD) requires all contractors to register in the Central Contractor Registration (CCR) database to receive contract award or payment. The CCR website is http://www.ccr/gov. In accordance with Federal Acquisition Regulation (FAR) 4.1201, prospective contractors shall complete electronic annual representations and certification via the Online śRepresentations and Certifications Application ť (ORCA) at http://orca.bpn.gov. All responsible sources may submit a proposal which shall be considered by the agency. Responses must include information requested in the written RFP. All responses shall be submitted in writing to the Naval Air Warfare Center Weapons Division, Code 254300D, Attn: Sue Casey, 429 E. Bowen Avenue - STOP 4015, China Lake, CA 93555-6108. No fax proposals shall be accepted.
