- APPENDIX II APPENDIX I SOURCES SOUGHT NOTICE THIS IS NOT A FORMAL REQUEST FOR QUOTATION (RFQ) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE. This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) under NAICS code, 561410, that have the capability, experience, and expert knowledge in the area of performing editing services for a scientific database. I. BACKGROUND The American Ceramic Society (ACerS) and the National Institute of Standards and Technology (NIST) hold joint copyright to the database Phase Equilibria Diagrams (Standard Reference Database 31 (SRD 31)). This project originated in 1933 as an ACerS-NIST (then NBS) partnership. The contents of this database consist of equilibrium phase diagrams, or processing maps, for ceramic materials. The information is adapted from the original scientific literature and needs to be edited and critically evaluated by materials-science experts that are not all available within the government. II. SCOPE OF WORK The Contractor shall provide professional editing services needed for the Phase Equilibria Diagrams Data Center including: • writing of commentaries consisting of critical evaluations of published scientific articles written in both English and foreign languages, and editing of diagrams provided in each article • general technical editing of commentaries and accompanying phase diagrams • literature editing resulting in location and retrieval of newly published scientific papers with additional content for the database • graphics editing to digitize and render diagrams for publication in standardized format • text and production editing to enter and edit commentaries in the content management system (CMS), and to produce formatted figures containing commentaries and diagrams for the multi-step editorial process and the publication process • managing editor services to coordinate the work-flow, assignment of new content to various editors, and the overall editing process leading to publication. Services shall be provided according to publication deadlines determined by NIST staff and the amount of new appropriate content selected by NIST staff for inclusion in SRD 31. III. SPECIFIC TASKS The Contractor shall provide all labor and supervision (unless otherwise stated herein) to complete the following tasks: Contributing Editors shall provide critical scientific evaluations of original published manuscripts selected by NIST staff and provided to them by the Managing Editor. Commentary text and corrected diagrams will be provided in accordance with the "Guidelines for Preparation of Commentaries" and the "Guidelines for Diagram Editing and Markup"(appendix I). General Editor(s) shall review the work from the Contributing Editors for compliance with the Guidelines (appendix I), and shall carry out the final iterative editing and corrections prior to publication of new material. The Literature Editor shall carry out computer searches of the primary scientific literature in order to identify new content suitable for database, and shall identify and assign the chemical system for each new diagram identified for possible addition to SRD 31. The Graphics Editors shall carry out the editing instructions of the Contributing Editors, the General Editor(s), and the Editor-in-Chief to correct and render the diagrams in standardized format according to the directions provided in the "Digitization Package User Instructions" (Appendix II). The Text/Production Editor(s) shall enter new text in the CMS, produce formatted figures containing commentaries and diagrams for the multi-step editorial process and the publication process, and assist the Managing Editor as needed to meet publication deadlines. The Managing Editor shall receive and process new literature from the Literature Editor, send papers and diagrams to Contributing Editors selected by the Editor in Chief, receive and process the work from the Contributing Editors, and provide work to the General Editors and Graphics Editors in accordance with publication deadlines. The Managing Editor is responsible for coordinating the work flow in the entire data center and works closely with the Editor-in-Chief to meet publication deadlines. IV. DELIVERABLES AND REPORTS Contributing Editors - deliverables are new database figures consisting of written commentaries and corrected diagrams provided to the Managing Editor, who controls the work flow and approves the submissions. (approximately 500 new figures per year) General Editor(s) - deliverables are corrected content (commentaries and diagrams) that is appropriate and ready for publication. Literature Editor(s) - deliverables are new potential entries in the database; i.e., selected scientific papers with chemically classified phase diagrams (approximately 150 papers per publication year). The Graphics Editors shall create, edit, and enter new graphics entries for the database in standardized format (approximately 1000 new diagrams per year). The Text/Production Editor(s) shall enter new textual entries in the database; carry out the editing instructions of the Contributing Editors, the General Editor, and the Editor in Chief; produce formatted figures for the iterative editorial process as well as final publication; and assist the Managing Editor as needed to meet publication deadlines determined by the Editor in Chief (NIST staff). The Managing Editor's most important deliverable is an efficient work flow in the Data Center that results in meeting all publication deadlines set by the Editor in Chief. V.DELIVERABLE DUE DATES AND/OR PERIOD OF PERFORMANCE Contributing Editors' written commentaries and corrected diagrams are due within six months from receipt of original materials. General Editor(s)' corrected content (commentaries and diagrams), appropriate and ready for publication, shall be received in time for publication deadlines as set by the Editor in Chief (typically, one month for final edit of 100 commentaries with diagrams). Literature Editor(s) shall search and process new literature at the rate of publication of Chemical Abstracts (C.A.); i.e., two C.A. volume numbers per year starting with Volume numbers 143 and 144. This includes computer searching, reading of abstracts of keyword hits, selection of papers for inspection, and selection/classification of new diagrams. The Graphics Editors shall create new graphics entries for the database in standardized format at an approximate rate of two hours per diagram. The Text/Production Editor shall create new textual entries in the database; carry out the editing instructions of the Contributing Editors, the General Editor, and the Editor in Chief; and produce formatted figures for the multi-step editorial process in a manner that meets publication deadlines set by NIST staff. The Managing Editor shall coordinate the work of the Contributing, General, and Literature Editors in a timely fashion to meet all publication deadlines set by the Editor in Chief. Materials received from the Literature Editor will be entered into the database and provided to the Editor in Chief within 3 weeks of receipt. Papers selected for inclusion will be sent to Contributing Editors within 3 weeks of selection. Materials received from Contributing Editors will be processed within 3 weeks of receipt. Materials for general editors will be sent out within 3 weeks of release by the Editor in Chief. VI.GOVERNMENT-FURNISHED PROPERTY, DATA AND/OR INFORMATION Office space, library resources, and all other facilities and equipment needed for this work will be provided by the government. VII. CONTRACTOR'S MINIMUM QUALIFICATIONS The Contractor shall have at least three (3) years or more experience in providing editing services similar to those described in this requirement. Contributing Editors - must have expertise and advanced education in ceramic phase equilibria science; typically demonstrated by a Ph.D. in a pertinent physical science such as geology, materials science, ceramic science, metallurgy, physics, or inorganic chemistry General Editor(s) - must have expertise and advanced education in ceramic phase equilibria science; typically demonstrated by a Ph.D. in a pertinent physical science such as geology, materials science, ceramic science, metallurgy, physics, or inorganic chemistry Literature Editor(s) - must have expertise and advanced education in a physical science; typically demonstrated by a Ph.D. in geology, materials science, ceramic science, metallurgy, physics, or chemistry Graphics Editors - must have completed at least one year of chemistry at the college level; ideal candidates have B.S. degrees in a pertinent physical science such as materials science, chemistry, physics, or geology. Text/Production Editor(s) - must have a minimum of 3 years experience with scientific database entry involving chemical and physical information. The Managing Editor - must have a minimum of 3 years experience managing work-flow in a scientific data project VIII. EXHIBITS AND ATTACHMENTS Appendix I: Guidelines for Preparation of Commentaries and Diagram Editing and Markup Appendix II: Digitization Package User Instructions These attachments are referred to as The Guidelines. Small businesses that currently possess such capabilities and have prior experience providing services using this expertise are encouraged to respond to this notice by providing the following information: 1. Narrative providing evidence of expertise in the above areas. The narrative should include: (1) description of services that align with the areas noted above; and (2) descriptions of similar projects worked on by your company as a prime contractor or as a significant subcontractor within the past five (5) years, including: (a) dollar amount of the contract; (b) detailed description of the technical AND schedule requirements of that project; (c) a copy of sample reports completed under that project (if releasable to NIST); (d) contract type used on that project; (e) indication of how long the project took/will take to complete from start to finish, and (f) name, address, point of contact, phone number and email address at customer organization for which the work was/is being done 2. Current socioeconomic status of your company including the North American Industrial Classification System (NAICS) code. 3. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov and Online Representations and Certifications Application (ORCA) at https://bpn.orca.gov No telephone requests will be honored.
