Description

The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on a basis of other than full and open competition for the Office of Information and Technology (OI&T), Product Development (PD), Laboratory System Reengineering Project (LSRP). The TAC intends to award a sole source Firm-Fixed-Priced (FFP) contract to Cerner Corporation (Cerner), 2800 Rockcreek Parkway, Kansas City, MO. The purpose of this acquisition is to acquire end user training support services at the LSRP Alpha (Huntington, WV VAMC) and Beta (East Orange, NJ and Phoenix, AZ VAMCs) test sites designated for user acceptance testing of the Cerner Millenium PathNet Laboratory Information Management System (LIMS) software currently scheduled from June 1, 2011 through December 31, 2011. The contractor shall provide on-site training to VA laboratory clinician and administrative end users at the Alpha and Beta test sites to provide comprehensive understanding in using the Cerner Millenium PathNet LIMS software in processing laboratory test requests, track samples and associated report results for various laboratory functions and associated laboratory instruments. Millennium PathNet LIMS is a Cerner Corporation proprietary laboratory application, currently being acquired as the planned VA LIMS. The Government does not possess technical data that completely defines the required functionality included in the Millenium PathNet LIMS software to allow for a competitive acquisition with other vendors or allow VA to use internal resources to provide the required end user training of the software application at the Alpha and Beta test sites. Accordingly, Cerner Corporation is the considered the only source capable of satisfying the Government's requirements. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The North American Industrial Classification (NAICS) for this effort is 541519. This notification shall close on Monday, May 9, 2011. All responsible sources may submit a response which shall be considered by the agency.
