Description
THERE ARE NO FUNDS AGAINST THIS BAA SOLICITATION. The US Army Rapid Equipping Force (REF) Broad Agency Announcement (BAA), which is issued under the provisions of paragraph 6.102(d)(2) of the Federal Acquisition Regulation (FAR), provides the vehicle for the competitive selection of basic and applied research, and that part of development not related to the development of a specific system or hardware procurement. Broad Agency Announcement W91CRB-11-R-0038 will be posted to the Army Single Face to Industry (ASFI) website https://acquisition.army.mil/asfi on or about 03 May 2011. Contracts based on responses to this BAA are considered to be the result of full and open competition and in full compliance with the provisions of Public Law (PL) 98-369, "The Competition in Contracting Act of 1984." Any proposal documents or other materials submitted in response to this BAA will not be returned. It is the policy of REF and its contracting agencies to treat all proposals as sensitive competitive information and to disclose their contents only for the purposes of evaluation. Awards for submissions under this BAA are planned in Fiscal Year 2011 and 2012. However, funds may not be available for all BAA requirements; no contract awards will be made until appropriated funds are available from which payment for contract purposes can be made. REF reserves the right to select for award all, some or none of the proposals in response to this BAA. The costs of white papers and/or complete proposals in response to this BAA are not considered an allowable direct charge to any award resulting from this BAA or any other award. It may be an allowable expense to the normal bid and proposal indirect costs specified in FAR 31.205-18. Offerors submitting proposals are cautioned that only a duly appointed Contracting Officer acting within the scope and limits of his/her authority may obligate the government to the expenditure of funds. Proposals from government facilities and organizations will be considered under this program announcement. Requests for conference or symposium support, consultant services, engineering and/or marketing services, and/or training support will not be considered under this announcement. This BAA is a continuously open announcement valid throughout the period from the date of issuance through 30 September 2013, unless superseded, extended or canceled. Concept papers will be accepted up until 30 September 2013. Proposals may be submitted at any time after the concept paper has been approved and up until the BAA closing date of 30 September 2013. Awards against this BAA may be made up until 30 January 2014. The BAA, and any subsequent amendments to this BAA when they occur, will be posted to the FedBizOpps web site. Interested parties are encouraged to periodically check this website for updates and amendments. APPROACH. REF will use a two-phase proposal submission process for this solicitation to minimize cost and effort of prospective offerors. Prospective offerors will submit a white paper, and then if requested, will submit a proposal. The requirements of the white paper will be outlined below. The REF will use the white paper and proposal to evaluate prospective offerors to make determination for award (if any). BAA technical areas of interest are: 1. Dismounted IED defeat measures, 2. Dismounted operations support, 3. ISR shortfalls, 4. Small combat operating post support operations, 5. Dismounted blue force training, 6. Counter ambush, 7. Non-lethal messaging, 8. Advanced escalation of force support, 9. Entry control point operations, 10. Route clearance support.
