- This announcement is posted for market survey purposes only. It does not constitute a request for proposals or an invitation to bid, and is not a commitment by the Government to issue a solicitation or award a contract. The Government will not reimburse any respondent for any cost associated with information submitted in response to this sources sought announcement. The Naval Facilities Engineering Service Center “ East Coast Detachment (NFESC-ECDET) has a requirement for services to provide complete overhaul of the RCF 6500 Recompression Chamber Facility located at Norfolk Naval Shipyard (NNSY), Norfolk, VA. The work will be performed at the Dive Locker at NNSY. - Provide personnel, materials and equipment to overhaul a RCF6500 recompression chamber in accordance with the statement of work. -Attention should be paid to the fact the SOW calls for work on a US NAVY certified hyperbaric facility in accordance with US NAVY Systems Certification Manual. -Provide personnel materials and equipment to meet all US Navy re-entry control procedures. This shall involve working with NNSY staff and NAVFAC ESC to provide Objective Quality Evidence in a timely fashion before during and after work is completed. - Start and complete work packages in one-month segment packages in order to meet NNSY operational schedules. - The contractor shall have personnel, materials and equipment to perform cleaning in accordance with MIL-STD-1330D (Standard Practice for Precision Cleaning and Testing of Shipboard Oxygen, Helium, Helium-Oxygen, Nitrogen, And Hydrogen Systems) - The contractor shall have materials and equipment, and qualified welders with experience to perform all socket-welding and butt-welding piping on the SOW in accordance with ASME B31.1. - Provide personnel, materials and equipment to provide the abilities to perform all work at remote sites. The Capability Statement shall succinctly address the contractor ™s in-depth familiarity and experience in performing services pertaining to shore-based hyperbaric facilities, and demonstrate its capabilities to perform MIL-STD-1330D by providing relevant and successful past performance. Additionally, the interested party shall identify all teaming partners or subcontractors that will be utilized and the level of involvement of each entity for such projects. The required services shall be performed primarily at Norfolk Naval Shipyard, VA. The primary North American Industry Classification System (NAICS) code for this procurement is 541330 (Engineering Services). Responses to the sources sought shall be as follows: Section I: Company information; identify socio-economic entity (if small, disadvantaged, woman owned small business, veteran owned, disable veteran owned, 8(a), etc; (including average revenues last three years, number of employees), and Section II, Technical Response. Proprietary information shall be clearly marked. Pages shall be single-sided, in 12-pt Times New Roman font. Cover pages and Tables of Contents do not count towards the 10 page limit. Points of contact shall include at a minimum, the person ™s name, title, email, phone number and mailing address.
