- NAICS: 336611 Maintenance and Drydocking of the National Historic Landmark Schooner C.A. Thayer, FY11, for the San Francisco Maritime National Historical Park (SAFR). Pre-Solicitation Notice only. THIS IS NOT A SOLICITATION. The National Park Service, Department of Interior, anticipates soliciting proposals from Drydocking and Ship Repair firms having the capability to perform the work described below. Paper copies of this solicitation will not be made available. Title of this project is: Maintenance and Drydocking of the National Historic Landmark Schooner C.A. Thayer, FY11, for the San Francisco Maritime National Historical Park (SAFR). The contract completion time is 730 calendar days. It is anticipated that the vessel will be on a hard, dry surface, blocked for up to six (6) months. The National Historic Landmark (NHL), C.A. Thayer is a historic double-sawn framed, carvel planked, iron fastened three-mast schooner that was constructed in 1895. The vessel underwent a substantial restoration between 2004 and 2007 in which the hull frame and planking and the deck frame and planking were largely replaced. The C.A. Thayer is currently in incomplete condition, lacking various deck structures, operational appurtenances, and the rig in its entirety. She is presently on display and partially open for public visitation at the San Francisco Maritime National Historical Park of the National Park Service, Department of the Interior located at Hyde Street Pier. THAYER SHALL NOT BE ALLOWED TO LEAVE THE SAN FRANCISCO BAY. The historical nature and age of this vessel prevents it from being towed outside of the San Francisco Bay Area Waters into shallow or ocean waters. The hull shall be cleaned, repaired, prepared, and coatings applied. Contractor shall furnish the labor, materials, equipment, blocking, staging, and tools to accomplish the required tasks. Contractor shall lift the historic vessel C. A. Thayer out of the water using a standard drydock facility or lift platform technology. The use of travel lift or a crane and straps is unacceptable. It is anticipated that the vessel will be on a hard, dry surface, blocked for up to six (6) months. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The contract will be awarded to the firm providing the proposal with the best value to the Government using the following technical criteria as outlined in the solicitation: (1) Past performance on the repair and/or the construction of historic or historically accurate double-sawn futtock, plank on frame wooden ships, (2) Corporate and Key Personnel Experience; (3) Facility/Capability; and (4) Commitment to Small Business The National Park Service welcomes the participation of small, minority owned, and women owned business enterprises.
