Description
The Coast Guard is continuing to conduct market research for the Offshore Patrol Cutter (OPC) acquisition. The Coast Guard intends to release the draft OPC specification for Industry review and comment in May 2011. The draft specification requires the OPC to be classed by the American Bureau of Shipping (ABS) to the ABS Rules for Building and Classing Naval Vessels, January 2010 (a.k.a. the Naval Vessel Rules or NVR). The draft specification invokes NVR as a first tier reference and tailors it through an Addendum. This NVR Tailoring Addendum contains OPC specific tailoring to the Naval Vessel Rules 2010. As such, it is impossible to understand the OPC specification, and complete cutter requirements, without access to NVR. Instructions for requesting access to NVR are available on the OPC website. Your attention is directed to the fact that the NVR contains sensitive information relating to critical technology which must be protected from release to unauthorized non US entities and parties not having a valid need to know. NVR is marked as "Distribution Statement D" and must be maintained in accordance with SECNAVINST 5510.36, DOD Directive 5230.25, OPNAVINST 5510.101 and Title 22 USC Section 2751. Violators of these laws are subject to severe criminal penalties. In addition, NVR is governed by the International Trafficking in Arms Regulations (ITAR) which means it contains technical data whose export is restricted by the Arms Export Control Act (Title 22, USC Sect 2751 et seq.) or the Export Administration Act of 1970, as amended (Title 50 USC App 2401, et seq.). Violators of these export laws are subject to severe criminal penalties. It must be disseminated per the provisions of OPNAVINST 5510.161. The OPC draft specification and NVR Tailoring Addendum must also be treated with these same sensitivities. Secondary distribution of these documents is limited in accordance with their "Distribution Statement C" markings to U.S. Government Agencies and their contractors. Registration is required in order to obtain a copy of the draft specification. U. S. companies interested in reviewing the draft specification should send an email to: offshore.patrol@uscg.mil requesting your company's draft copy of the specification. Include in your email which specification sections you wish to review and the email address you desire the specification sections delivered. Provide acknowledgement that you are a U. S. citizen representing a U. S. company and provide your DUNS number for validation. Also indicate if your company currently has access to NVR. The Coast Guard is prepared to release to each registered company: • a cover notice, • a draft copy of the Request for Proposal (RFP), Section J: List of Documents, Exhibits and Other Attachments in order to communicate an outline of what we currently anticipate releasing with the Draft RFP, • the OPC draft specification sections 042 and 070, • the OPC draft specification feedback form, • and the applicable portions of the draft specification. The draft specification is available in the following sections: • 000 - General Guidance and Administration • 100 - Hull Structure • 200 - Propulsion Plant • 300 - Electrical Plant • 400 - Command and Surveillance • 500 - Auxiliary Systems • 600 - Outfit and Furnishings • 700 - Armament • Addendum I: OPC tailoring of NVR The Statement of Work and data requirements are not being released at this time. In order for the Coast Guard to consider responses and comments on the draft specification, they must be submitted on the form provided and emailed to: offshore.patrol@uscg.mil In order to ensure review and consideration, responses must be received by June 20th, 2011. Incremental submission of comments is encouraged. Please make your comments and justification for your comments as comprehensive and complete as possible. The Coast Guard intends to share feedback received with ABS and Coast Guard support contractors. Proprietary or business confidential markings that prohibit distribution to either ABS or Coast Guard support contractors should be included only where warranted. Updates on the OPC acquisition, including future planned market research/industry engagement, will be posted on the Federal Business Opportunity website. Submission of a response to this RFI is entirely voluntary. The voluntary submission of a response to this RFI shall not obligate the USCG to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration whatsoever. Responses received after the established deadline may not be considered.
