Description

The Contracting Officer located at the Department of Veterans Affairs Medical Center at 1030 Jefferson Avenue, Memphis TN 38104 is soliciting on behalf of the Department of Veterans Affairs, 1540 Spring Valley Drive, Huntington WV for Project 581-11-105 Renovation of Building 8 for Administrative Space for Engineering and Environmental Management Services. This will be a design/build project. The Contractor shall provide all labor, materials, tools, and equipment necessary to renovate approximately 7,047 GSF of existing space and construction of approximately 456 GSF of new space. Design shall include site/civil, landscape, architectural, structural, electrical, mechanical (HVAC and plumbing), certified fire protection, telecommunications wiring, IT wiring and data support, and asbestos/lead abatement. The design program will include office administration space, new handicap restrooms, conference/group room, kitchen and conference room space; new mechanical utility support, housekeeping closet and IT closet; addition of sprinkler system, upgraded fire alarm system, mechanical rooms, electrical closets, lightning protection and IT & communication system rooms. Site development shall include approximately 15 parking spaces by extending the existing parking lot, sidewalks, landscaping, exterior building signage, exterior lighting and staging area. The construction cost range is between $2,000,000 and $5,000,000. The North American Industrial Classification Standard (NAICS) code is 236220 with a small business size standard of $33.5 million. A 20% bid bond shall be submitted with the offer. Performance and payment bonds are required within 10 days after contract award. This procurement is 100% set aside to Service Disabled Veteran Owned Small Business (SDVOSB) concerns pursuant to 38 U.S.C. 8127(d). To be eligible for award the SDVOSB must be CVE verified in the VetBiz Registry at www.vip.vetbiz.gov. The SDVOSB must also be registered on the following websites under NAICS code 236220: www.ccr.gov; www.orca.bpn.gov and www.vets 100.vets.dol.gov. Pre-bid site visits will be announced in the solicitation. The solicitation will be posted o/a May 19, 2011 on the Federal Business Opportunities (FedBizOpps) website www.fbo.gov. Interested parties can download the solicitation, specifications and any drawings from the FedBizOpps website. Amendments will not be mailed, but will also be posted at the FedBizOpps website. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time set for receipt of offers. Offers will be due by due date listed in the solicitation at the Department of Veterans Affairs Medical Center, 1030 Jefferson Avenue, Memphis, TN 38104 Attn: Linda R. Dickey (90C). Contract will be awarded to the Contractor offering the best value to the Government considering past performance, technical and price. Award is subject to the availability of funds. The deadline for requests for information is ten (10) calendar days prior to offer due date.
