- Description
- 1. Interested parties must have the capability and equipment necessary for dredging and disposal of dredged material at the San Francisco Deep Ocean Disposal Site (SF-DODS), which requires scows with current EPA certification for ocean disposal. Interested parties are required to submit proof of ownership, or access to, EPA certified scows, including current scow certification documentation from an independent third party inspector, as part of the response to this Market Research. Interested parties may submit inspection certification documentation from previous contracts executed within the last 12 months. Interested parties must have the capability to dredge at a minimum daily rate of 6,500 cubic yards in order to complete all work within the period of performance specified in the contract solicitation. 2. Contract work will start after August 1, 2011 and will cease before December 1, 2011. Interested parties will be encouraged to submit alternate bid proposals for disposal of dredged material at any permitted upland sites provided the contract work can be completed within the specified period of performance. However, interested parties must still have ocean disposal capability because the SF-DODS site will remain as the back-up site if the interested party's proposed alternate site becomes unavailable and the work cannot be completed within the contract's period of performance. 3. Interested parties will be invited to attend a Pre-Solicitation conference to receive the latest project related information as well as information on available permitted upland disposal sites. __________________________________________________________________________________________________ 1. Excavation, removal, manifesting, transportation, storage, treatment and disposal of all types of hazardous and non-hazardous wastes in addition to asbestos, and lead/PCB containing paints and coatings. Not applicable to this project. 2. Multi-media chemical sampling and analysis, chemical data quality control for a wide variety of compounds. Not applicable to this project. 3. Demolition and debris removal and disposal. Not applicable to this project. 4. Drilling, excavating and sampling to obtain geotechnical and chemical data, installation, development, and abandonment of groundwater monitoring, injection or extraction wells. Not applicable to this project. 5. Contaminated soil and groundwater investigation. Not applicable to this project. 6. Operation and maintenance of groundwater treatment plants. Not applicable to this project. 7. Consultation/coordination with other agencies. Not applicable to this project. 8. Landfill operations and maintenance for a closed landfill, landfill gas sampling. Not applicable to this project. 9. Stormwater and drinking water compliance programs in accordance with Clean Air and Water Act, Porter-Cologne, the NPDES requirements. Not applicable to this project. 10. Property Transfer Documents including: development of Environmental Baseline Surveys (EBS), Findings of Suitability for Transfer (FOST), Findings of Suitability for Lease (FOSL), and Findings of Suitability for Early Transfer (FOSET). The Contractor will also coordinate with Army and regulatory agencies to complete the documentation. Not applicable to this project. b. Specialized Experience and Technical Competence in: 1.
