Statement of Work for IDIQ for A-E services related to utilities THIS IS A REQUEST FOR SF330 FORMS ONLY. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE. The National Institutes of Health in Bethesda, Maryland, is soliciting and intends to award a firm fixed price IDIQ contract for Architect/Engineering (A/E) services for development of complete construction documents (i.e. working drawings, specifications, and reports), specifically for renovations of utilities as required per task orders within the metropolitan Washington, DC, area and the Research Triangle Park, NC area. The firm will also have technical competency in the renovation of laboratories, offices, hospitals and animal facilities. See the attached Statement of Work for details. Interested firms shall have the capability of engaging all additional disciplines as necessary to provide a complete proposal. Estimated task orders for the selected firm will range from $2,500 to $750,000. The NAICS code for this project is 541310 and the Small Business Standard is $4.5M. Set-Aside/Area of Consideration: This acquisition is a Total Small Business set-aside for firms who are currently registered in the Central Contractor Registration (CCR) database http://www. ccr.gov, and On Line Representations and Certifications (ORCA): https://orca.bpn.gov. Interested parties must be registered in these databases and registration must be current, otherwise the proposal will be rejected as ineligible to participate. The contract will be awarded to a firm whose registration in the aforementioned databases is current. Please submit your qualifications and past performance data on SF330 Part I and II (architect-engineer qualifications). You can obtain Standard Form 330 at: http://www.gsa.gov and then clicking on Forms Library located under the most requested links on the left hand side of the web page. Firms desiring consideration should submit a completed original and two copies of form SF330 no later than 3:00 P.M. on Wednesday, June 1, 2011 to: Office of Acquisitions Bldg. 13, Room 2E48 9000 Rockville Pike Bethesda, MD 20892 Attn: Josephine Chutta Firms will be evaluated based on the following evaluation criteria which are shown in equal importance: Technical Evaluation Criteria for Utility facilities Criterion 1. Professional Qualifications Necessary for Satisfactory Performance of Required Services. This criterion will be evaluated against professional qualifications and credentials, including professional registrations and education, of project team members and key personnel demonstrating specialized experience and lead technical competence within the main facility category, along with technical competence in the remaining 2 categories. Main Facility Category (1): • With Regard to Utilities (MEP / Special Utilities / Central Utilities Plant Facilities) Remaining categories requiring technical competence (2): • With Regard to Office / Public Space, Health Care, and Laboratory Facilities • With Regard to Animal Care Facilities Criterion 2. Specialized Experience and Technical Competence in the Type of Work Required for Both New Construction and Renovation to Include Experience in Energy Conservation, Pollution Prevention, Waste Reduction, and the Use of Recovered Materials This criterion will be evaluated against Specific experience and technical competence in the type of work required for both new construction and renovation demonstrating specialized experience and lead technical competence within the main facility category, along with technical competence in the remaining 2 categories. Main Facility Category(1): • With Regard to Utilities (MEP / Special Utilities / CENTRAL UTILITIES PLANT Facilities) Remaining categories requiring technical competence (2): • With Regard to Office / Public Space, Health Care, and Laboratory Facilities • With Regard to Animal Care Facilities Criterion 3. Capacity to Accomplish the Work in the Required Time This criterion will be evaluated against capacity of project team to accomplish the required tasks with their current or planned workload. This criterion will also be evaluated against the offerors ability to demonstrate established working relationships between prime and subcontractors and to manage simultaneous work efforts such as concurrent task orders. Criterion 4. Past Performance on Contracts with Government Agencies and Private Industry in Terms of Cost Control, Quality of Work, and Compliance with Performance Schedules This criterion will be evaluated on the offeror's past performance as rated by client key project representatives described below. (a) Overall customer satisfaction (b) Offeror's responsiveness to client's needs and expectations (c) Client's assessment of the offeror's professional technical capabilities (d) Offeror's means and level of communication with Client; federal, state, or local governments; local communities; and other stakeholders (e) Offeror's timeliness in the delivery of planning products and services Criterion 5. Location in the General Geographical Area of the Project and Knowledge of the Locality of the Project This criterion will be evaluated against the offeror's knowledge of the localities in which services are to be provided and location in the general geographical area. Offer's demonstrated ability to work closely with the client to be shown. Criterion 6. Experience, Technical Competence, and Project Team Capability in Building Information Modeling This criterion will be evaluated against specific experience demonstrating technical competence in Building Information Modeling and project team capability in Building Information Modeling. Criterion 7. Project Management plan and Project Team Organization Necessary for Satisfactory Performance of Required Services. This criterion will be evaluated against the project teams design approach to pre-design, design, and construction administration services; workflow; process (project management plan). It will also be evaluated against project team members (prime and subcontractors), key personnel, and project team organization and project for specialized experience and lead technical competence within the main facility category, along with technical competence in the remaining 2 categories. Main Facility Category (1): • With Regard to Utilities (MEP / Special Utilities / Central Utilities Plant Facilities) Remaining categories requiring technical competence (2): • With Regard to Office / Public Space, Health Care, and Laboratory Facilities • With Regard to Animal Care Facilities Firms will be screened by the evaluation board, scored and ranked according to score. The three most qualified firms, and only those firms, will be invited to interview with the selection board and will again be numerically scored based on the same evaluation criteria listed above.
