Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested; a written solicitation will not be issued. Solicitation W15QKN-11-T-D067 along with incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-50, This solicitation is a small business set-aside. The NAICS code for this procurement is 334516 and the small business size standard is 500 employees. The U.S. Army ARDEC, Picatinny Arsenal, NJ intends to award on a competitive basis a purchase order for a Digital Microscope that meets the following salient features: 1)The system must create an image with a minimum 2 million pixels.2)The system must have an Anti-Vibration System to keep the specimen stable during examination3)The system must display the 3D images with the following capabilities:a.Must have a clear and high resolution 3D image for material analysis.b.The image must be exportable via software and CD-R/CD-RW c.The system must have a minimum of 70GB hard drive storage capacityd.The image format must at least have either JPEG or TIFF4)The system must have a 3 axis measurement system with the following capabilities:a.The system must have a high-resolution dimensional measurement system to accurately measure the image providing correct distances, radius, center distances, and X-Y distances5)The system must be 50x -200x zoom capable6)The system must have a minimum of 25 frames/sec. selectable frame rate7)The system must have a fully integrated software package to provide a real-time 3D image with the following capabilities:a.A fully integrated software package to provide real-time 3D imagesb.With a software that will mesh all 2D scan images to produce a precise 3D image8)The system must have a detachable camera unita.Detachable camera unit to manually observe and probe the specimen at different angles and locations9)The system must have a rotatable camera unita.Rotatable camera or mounting unit to allow view of different angles while on fixture10)The system must have a LCD Display Monitor with the following minimum requirements:a.Minimum 15 screen with Colorb.Minimum of 16 million colorsc.Minimum 1600 x 1200 Pixelsd.Minimum 500:1 contrast ratio11)The system must weight a maximum of 32 total lbs for portability12)The system must have a quad split screen imaging capability to allow for 4 separate images to be displayed at a single time on the LCD Display Monitor13)The system must reach full focus within a few seconds. The following Federal Acquisition Regulation (FAR) and Defense FAR (DFAR) Provisions/Clauses are applicable and are incorporated by reference: FAR: 52.212-1, 52.212-3, and 52.212-4. All references to the Statement of Work (SOW) shall be clearly labeled with the appropriate SOW paragraph. Offerors are expected to submit a quote in sufficient detail to allow the Government evaluation without the need for further clarifications. The Government does not assume the duty to search for data to cure problems it finds in quotes. The burden of proving acceptability remains with the offerors. General: The quote shall be presented in sufficient detail to allow Government evaluation of the response to the requirements of the request for quote (RFQ). The Government will not assume offerors possess any capability, understanding, or commitment not specified in the quote.All inquiries/questions concerning this procurement, either technical or contractual, must be submitted via email to the Contracting Office, phone call inquiries will NOT be accepted. No direct discussion between the technical representative and a prospective offeror will be conducted. Basis for AwardThe Government plans to award a single firm fixed price purchase order as a result of this Request for Quotation (RFQ). The evaluation of quotes shall be conducted utilizing the lowest priced technically acceptable evaluation approach. Selection of a quote for award will be based on an evaluation of quotes in the areas of Technical and Price with award being made to the quoter whose quote is the lowest priced and is technically acceptable. Under this evaluation approach, a quote would not receive any additional credit for exceeding the established minimum defined requirements of technical acceptability. 1.1 Discussions: The Government intends to evaluate quotes and award a contract without discussions with offerors. Therefore, the offerors initial quote should contain the offerors best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. 2. Areas to be Evaluated:(1)Technical(2)Price 3. Evaluation ApproachCareful, complete, and impartial consideration will be given to all quotes received pursuant to this RFQ. A team of Government personnel will evaluate each quote in the areas described below. (1) Technical: The technical portion of the quote will be rated acceptable or unacceptable based on assessment of the stated minimum requirements below. These items are deemed critical to meet the Governments requirement. If any one of these requirements is rated as unacceptable this will result in an overall technical rating of unacceptable and the quote will not be considered any further. Price Inconsistencies: A quote is presumed to represent an offerors best effort to respond to the solicitation. Any inconsistency, whether real or apparent, between promised performance and price, shall be explained in the quote. Any significant inconsistencies, if unexplained, raise a fundamental issue of the offerors understanding of the nature and scope or the work required and their financial ability to perform the contract, and may be grounds for rejection of the quote.
