- This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the efforts described below. The capability statements received will be used to determine the Bureau of Reclamation's overall procurement strategy. The Bureau of Reclamation, Lower Colorado Region has an ongoing requirement for the occasional use of maintenance services to assist in the scheduled (preventive maintenance) and emergency facility maintenance repair and rehabilitation services and minor improvements to approximately 55 Air Conditioning and heating units as well as an existing Johnson Controls DDC system (2 buildings). Work may be required at several locations located within Boulder City, NV. The Contractor shall furnish all materials, equipment, supplies, services, personnel and all other resources to perform the following services: ANNUAL HVAC & DDC SYSTEM INSPECTION & REPORT: 54 HVAC units & JCI control system The annual HVAC service visit will include all of the following:a.Check condensate components,b.Check condenser fans,c.Check/clean condenser soils,d.Check/clean evaporator unit coils,e.Check belts,f.Check safety devices,g.Check equipment mounts, andh.Monitor suction/head and discharge pressure. The annual DDC system service visit will include all of the following:a.Check and operate all controllers from the frontend 7 Split system heat pump system controllers112 VAV controllers,b.Setup Trends,c.Calibrate VAV controllers from frontend,d.Check the frontend graphics,e.Check, investigate & acknowledge system alarms, andf.Install applicable sequence of operation energy efficiency upgrades. Preventative Maintenance (PM) HVAC & DDC SYSTEM INSPECTION: 54 HVAC units & JCI control system Three (3) preventive maintenance service visits per month. Each HVAC PM visit will include the following:a.Inspect condenser and evaporator coils,b.Inspect units for refrigerant leaks,c.Inspect and clean condensate system,d.Inspect/replace filters (as needed),e.Inspect/replace fans and belts(as needed), and f.Verify operating controls are functioning properly. Each DDC system (JCI) inspection service visit will include all of the following:a.Check all controllers from the frontend,b.Check the frontend graphics,c.Check system setpoints, and d.Check frontend and software. General Notes: The contractor would be required to maintain (on site) a comprehensive log book for each unit/building that shall include make, model, capacity, technical data, etc. Additionally, the book shall contain entries for all scheduled, emergency, etc. service visits. CALL OUT: Response time is to be within 1 hour, but not to exceed 2 hours and perform service outside normal working hours on a 24/7 basis. At a minimum, interested vendors shall have three (3) years HVAC contract service experience (multiple locations). Additionally, interested vendors (at a minimum) shall have local field staff with a minimum of two years service experience with the following DDC systems:a.Delta Controls (BACNET),b.Johnson Controls (BACNET and N2),c. Niagara Tridium - multiple protocols (BACNET, LON, JCI-N2, MODBUS RTU & TCP/IP),d.Trane Com 3,4,5 (BACNET, LON),e. Alerton (BACNET, IBEX), andf.Siemens. The North American Industry Classification System (NAICS) Code for this acquisition, when announced will be: 238220 Plumbing, Heating, and Air- Conditioning Contractors. The small business size standard for NAICS Code 238220 is $14.0 million. Capability statements are to be submitted not later than May 6th, 2011. The capabilities package submitted by an interested vendor shall demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: a.Business name, address, business size and type (8)(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc., and point of contact to include e-mail address and telephone number; b.Demonstration of the firm's experience shown by providing a list of actual jobs completed within the past five years in which your firm completed similar work. Additionally, for each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, the company name, location, and the customer's contact name and phone number for the work completed.
