- This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statement received will be used to determine the Bureau of Reclamation's overall procurement strategy. The Bureau of Reclamation, Lower Colorado Region has a requirement to integrate the existing Johnson Controls DDC temperature control system to a Delta BACNET, open protocol server & temperature control system that will reside on the owner's LAN. The contractor must be able to seamlessly integrate the existing system to, fully utilize and gain web access, graphics and programming via the Delta BACNET open protocol system. Energy saving system sequencing and programming are also included as part of this project scope. 1.The Bureau of Reclamation IT department will furnish and install necessary devices and IP addresses for the JCI system to reside on the control system VLAN. 2.There is a two year warranty on the BACNET, open protocol, Delta control system that is being installed at a new building site. This includes the OWS, web access platform, all controllers, programming & graphics. In order to keep the warranty valid and integrate the JCI or other systems to the Delta controls system, the integration contractor will have to contract with ABS Systems for the necessary programming, graphics, web access, etc. 3.The new Delta control system shall be modified and programmed as necessary so that the all building systems can be viewed and controlled via the workstation located at the new building or authorized web access. 4.The integrated BAS system shall be compatible with new Bureau of Reclamation Delta Controls system and shall be complete in all respects. Any furnished equipment must be compatible with Delta controls and Jensys / Niagara interface / integration platform. 5.All DDC parameters shall be available through the new building BAS network and operator workstation. System access is provided by the operator workstation, network terminal and remote web access furnished with the new building system. Contractor minimum qualifications:1.The contractor must have local field and staff personnel with the following certifications:A.Delta Level I programming, and or 5 years experience in Delta GLC programming and graphics.B.Niagara AX certification, and or 5 years experience in Niagara systems integration, programming and graphics.C.The contractor must have personnel with CISCO CCENT certification and 3 years experience working with owner IT departments and networks.D.The contractor must have personnel with LEED AP and CEM certifications and 5 years experience with energy efficiency systems, sequencing and programs.2.The contractor must have a minimum two years service experience with the following DDC systems:A.Delta Controls (BACNET), Johnson Controls (N2 & BACNET), Niagara Tridium - multiple protocols, BACNET, LON, JCI-N2, MODBUS RTU&TCP/IP, Trane Com 3,4,5 LON&BACNET, Alerton BACNET & IBEX, Siemens. The North American Industry Classification System (NAICS) Code for this acquisition, when announced will be: 238220 Plumbing, Heating, and Air- Conditioning Contractors. The small business size standard for NAICS Code 238220 is $14.0 million. If a more appropriace NAICS code would be applicable, please include this information in the capability statement. Capability statements are to be submitted not later than May 6th, 2011. The capabilities package submitted by an interested vendor shall demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should be no more than 5 pages in length and include the following information: a.Business name, address, business size and type (8)(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc., and point of contact to include e-mail address and telephone number; b.Demonstration of the firm's experience shown by providing a list of actual jobs completed within the past five years in which your firm completed similar control system integration projects. Additionally, for each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, the company name, location, and the customer's contact name and phone number for the work completed.
