- Description
- The purpose of this individual Justification and Approval (J&A) for other than Full and Open Competition (F&OC) is to provide a new contract to continue the Financial Information Resource System (FIRST) sustainment and enhancement via a sole source, Firm Fixed Price (FFP) contract for a one (1) year period of performance until a long term sustainment or new follow-on Program Budget Enterprise System (PBES) contract is awarded. AFPEO EIS/Enterprise Financial System Division (HIQ) currently manages and maintains FIRST program management responsibilities from SAF/FM. The FIRST contract was awarded per SAF/FM direction in April 2001. The FIRST contract addresses budget formulation and force programming functional requirements for HQ USAF, and Major Command (MAJCOM) installations.
